ABSTRACT | A method is presented for determining inner and outer boundary layer length scales from a succession of drag measurements of a cylindrical body in order to estimate flow noise and for computational modeling of the dynamics of towed arrays in a fluid medium. A succession of measurements of the total drag on a cylinder under tow at uniform known conditions (flow speed, fluid density, fluid viscosity, cylindrical body geometry) is taken. After each measurement, the cylinder is truncated by a fixed amount, and the process is repeated for the length of the cylinder. The measurements provide a spatially and temporally averaged measure of the mean wall shear stress and momentum thickness, from which the inner and outer length scales can be determined. The inner and outer boundary layer length scales may then be used for estimation of flow noise on towed cylindrical bodies and arrays. |

The primary and secondary sensing means communicate through a control center so that ultimately, among several weapons available, the most strategically located and equipped weapon is activated for the destruction of a selected target, given the weather. The control center accomplishes the communication by receiving the sensed target signature from the primary sensing means, processing the signature using database already resident in the center and transmitting the processed target signature to the weapon possessing the greatest potential for successfully destroying the target. |

ABSTRACT | A process for producing a binder phase free fine grained refractory metal compact at temperatures that are less than about 80 percent of the melting point of the refractory metal. A refractory metal is mixed with a metallic reagent to produce a mixture with a low melting point, and formed into a preform. The metallic reagent has limited solubility in the solid phase refractory metal. The refractory metal-metallic reagent mixture forms a liquid phase at the boundaries of the refractory metal grains. The metallic reagent diffuses into the boundaries of the refractory grains leaving a solid refractory-reagent phase at the boundaries between the grains. As heating continues at less than about 80 percent of the melting point of the refractory metal, consolidation takes place with minimum grain growth until the solid refractory-reagent phase substantially disappears and a refractory metal compact without a binder phase is recovered. If the refractory metal-metallic reagent preform is compacted to less than about 50 percent of theoretical density, it is possible to recover a microporous compact. At higher compaction rates substantially fully dense compacts are recovered. It is not necessary to apply pressure during the sintering phase. |

ABSTRACT | A fluid treatment system incorporating an integrated heat exchanger and thermal treatment unit. A fan draws or pushes a contaminated fluid through the heat exchanger, which is preferably of the counter flow type. The integrated heat exchanger and thermal treatment unit is fabricated by stacking sheets of metal foil so that gaps are defined between adjacent sheets. These gaps define alternating untreated and treated fluid channels. The untreated fluid flows through the heat exchanger and into the thermal treatment unit, with is disposed within aligned orifices formed in the metal foil sheets. Heat transfer occurs between adjacent treated and untreated channels, which greatly improves the efficiency with which a temperature of the untreated fluid entering the heat exchanger is changed as a result of heat transfer with the treated fluid that is exiting the heat exchanger. A header system is in fluid communication with either all of the treated or all of the untreated fluid channels. The integrated heat exchanger and thermal treatment unit also usable as a chemical reactor to generate a desired chemical product from at least one reactant. |

ABSTRACT | A method, apparatus, and article of manufacture provide the ability to conduct magnetic resonance tomographic microscopy. A two-dimensional non-crystalline sample is placed under the influence of a static polarizing first magnetic field. A radio-frequency field is then introduced perpendicular to the first magnetic field. To conduct the tomography, two or more magnetically resonant spins of the sample are simultaneously obtained by sequentially angularly rotating, around a prescribed axis, the sample with respect to a ferromagnetic sphere having a second magnetic field. The obtained spins are then used to reconstruct an image of the sample using computerized tomography. |

A switch inserts a pseudorandom “alignment” code into each analog input at the beginning of conversion. The insertion of the pseudorandom code allows multiple analog inputs to be digitally converted in synchronization with one another. To improve the overall optical gain for the device, the optical train initially focuses the incident radiation into an intermediate focal plane that is located within the OPL. With this configuration, however, the incident radiation begins to lose focus once it passes through the intermediate focal plane and exits the OPL. To prevent this, the infrared device includes a plurality of microlenses on the OPL surface that is facing the focal plane array. The plurality of microlenses re-focuses the incident radiation onto a final focal plane that is coincident with the focal plane array. |

ABSTRACT | Soft lithography with surface tension control is used to microfabricate extremely efficient solid immersion lenses (SILs) out of rubber elastomeric material for use in microscope type applications. In order to counteract the surface tension of the mold material in a negative mold that causes creep on a positive mold, material such as RTV is partially cured before use in order to allow the reticulation of polymer chains to change the viscosity of the uncured material in a controllable manner. In a specific embodiment, the techniques of soft lithography with surface tension control are used to make molded SILs out of the elastomer polydimethylsiloxane. The lenses achieve an NA in the range of 1.25. The principle of compound lens design is used to make the first compound solid immersion lens, which is corrected for higher light gathering ability and has a calculated NA=1.32. An important application of these lenses is integrated optics for microfluidic devices, specifically in a handheld rubber microscope for microfluidic flow cytometry. |

ABSTRACT | The invention provides Zn-chelating compounds that are molecularly engineered to bind to a specific target sequence in a protein of interest. The Zn2+ ion is far less toxic and promiscuous than nickel and therefore provides an attractive alternative to Ni-based labeling systems. Invention Zn-chelating compounds also do not require oxidizable thiols and therefore can be used in non-reducing environments such as the surface of living cells. In addition, the target sequence is genetically encodable and requires incorporation of only a few amino acids, unlike fusions to fluorescent proteins such as GFP. |

In a preferred embodiment, such a novel compound of the present invention has an address and a message component, which are made into a single composite entity for more aggressive intervention and effective treatment of hormone-responsive disorders, thereby prolonging the disease-free interval for the patient and reducing a number of side effects. |

ABSTRACT | A method for designing non-linear phase 180° spectral-spatial radio frequency pulses that can be used for spectral editing in magnetic resonance spectroscopic imaging. A novel feature of the pulse is a symmetric sweep developed by the spectral profile from the outside edges of the spectral window towards the middle whereby coupled components are tipped simultaneously and over a short interval. Pulses have been designed for lactate editing at 1.5T and 3T. The spectral and spatial spin-echo profiles of the RF pulses can be measured experimentally and altered in an iterative manner. Spectral-spatial radio frequency (SSRF) pulses allow simultaneous selection in both frequency and spatial domains. These pulses are particularly important for clinical and research magnetic resonance spectroscopy (MRS) applications for suppression of large water and lipid resonances. |

ABSTRACT | A system for the detection of narrowband signals in wideband noise that combines information across two frequency channels that straddle the frequency of the target signal. Two band pass filters having center frequencies that straddle the frequency of the target signal and that have phase transfer functions that differ by 180 degrees relative to each other at the frequency of the target signal. The presence of the target signal is detected by performing a running cross-correlation of the outputs of saturating, non-linearities that follow from the filters, and determining when the output of the running cross-correlator drops below a predetermined threshold due to the phase shift between the two filter responses caused by the presence of the target signal. |

ABSTRACT | The present invention includes a method of making an inductive coupler for downhole components. The method includes providing an annular housing, preferably made of steel, the housing having a recess. A conductor, preferably an insulated wire, is also provided along with a plurality of generally U-shaped magnetically conducting, electrically insulating (MCEI) segments. Preferably, the MCEI segments comprise ferrite. An assembly is formed by placing the plurality of MCEI segments within the recess in the annular housing. The segments are aligned to form a generally circular trough. A first portion of the conductor is placed within the circular trough. This assembly is consolidated with a meltable polymer which fills spaces between the segments, annular housing and the first portion of the conductor. The invention also includes an inductive coupler including an annular housing having a recess defined by a bottom portion and two opposing side wall portions. At least one side wall portion includes a lip extending toward but not reaching the other side wall portion. A plurality of generally U-shaped MCEI segments, preferably comprised of ferrite, are disposed in the recess and aligned so as to form a circular trough. The coupler further includes a conductor disposed within the circular trough and a polymer filling spaces between the segments, the annular housing and the conductor. |

The conductive sleeve of the first connector is in electrical contact with the first contact of the first communication element, the conductive sleeve of the second connector is in electrical contact with the first contact of the second communication element, and the conductive tube is in electrical contact with both the second contact of the first communication element and the second contact of the second communication element. |

The aggregates are composed of various polymer molecules arranged in such a way as to allow extended electronic couplings between nearby polymer molecules, enhancing exciton transport, while minimizing the effects of quenching due to interchain interactions. For example, the polymer molecules may be arranged in a non-aligned, electronically-communicative manner (for example, at an oblique angle), stabilized by various methods such as chemical linkages or physical interactions. Within the aggregate, electronic interactions along the polymer molecule may extend to nearby polymer molecules, which may be observed as a shift in the absorption spectra relative to a random dispersion. Light emitted from the aggregate may be polarized in some cases, for example, linearly or circularly, which may be caused by chiral arrangements of polymers within the aggregate (the polymers themselves may or may not be chiral). These aggregates may find widespread use, for example, in enantiomeric detectors, electrochemical devices, photodetectors, organic diodes, sensors, light sources, or photovoltaic devices. |

ABSTRACT | Optical devices utilizing flakes (also called platelets) suspended in a host fluid have optical characteristics, such as reflective properties, which are angular dependent in response to an AC field. The reflectivity may be Bragg-like, and the characteristics are obtained through the use of flakes of liquid crystal material, such as polymer liquid crystal (PLC) materials including polymer cholesteric liquid crystal (PCLC) and polymer nematic liquid crystal (PNLC) material or birefringent polymers (BP). The host fluid may be propylene carbonate, poly(ethylene glycol) or other fluids or fluid mixtures having fluid conductivity to support conductivity in the flake/host system. AC field dependent rotation of 90° can be obtained at rates and field intensities dependent upon the frequency and magnitude of the AC field. The devices are useful in providing displays, polarizers, filters, spatial light modulators and wherever switchable polarizing, reflecting, and transmission properties are desired. |

A receiver having an antenna receives the analog output passes the analog signal to a band pass filter whose output is connected to an analog to digital converter that provides a digital signal to a decoding processor whose output is connected to an data decompressor, the data decompressor providing a decompressed digital signal to a digital to analog converter. An audio output device receives the analog output form the digital to analog converter for producing audible output. |

The material test samples may include laminar structures formed of, for example, carbon cloth phenolic, glass cloth phenolic, silica cloth phenolic materials or carbon-carbon materials. In one embodiment the system may be configured to analyze the material test sample while an across-ply loading is applied thereto. |

ABSTRACT | Soft lithography with surface tension control is used to microfabricate extremely efficient solid immersion lenses (SILs) out of rubber elastomeric material for use in microscope type applications. In order to counteract the surface tension of the mold material in a negative mold that causes creep on a positive mold, material such as RTV is partially cured before use in order to allow the reticulation of polymer chains to change the viscosity of the uncured material in a controllable manner. In a specific embodiment, the techniques of soft lithography with surface tension control are used to make molded SILs out of the elastomer polydimethylsiloxane. The lenses achieve an NA in the range of 1.25. The principle of compound lens design is used to make the first compound solid immersion lens, which is corrected for higher light gathering ability and has a calculated NA=1.32. An important application of these lenses is integrated optics for microfluidic devices, specifically in a handheld rubber microscope for microfluidic flow cytometry. |

Additional aspects of the present invention include methods of making a recombinant plant cell and a transgenic plant. |

A patent funded by more than one agency will appear in the section of each of the agencies that funded the research and development that resulted in the invention. This approach gives the reader a complete view of the department or agency activity for the week.
WHAT INFORMATION WILL I FIND?
THE PANEL
There is a panel for each patent that contains the patent number and the title of the patent. When you click the panel, it opens to reveal the following information:
FUNDED BY
The agencies that funded the grants, contracts, or other research agreements that resulted in the patent. FedInvent includes as much information on the source of the funding as possible. The information is presented in a hierarchy going from the Federal Department down to the agencies, subagencies, and offices that funded the work. Here are two examples:
Department of Health and Human Services (HHS)
National Institutes of Health (NIH)
National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK)
Department of Defense (DOD)
Defense Advanced Research Projects Agency (DARPA)
Army Research Office (ARO)
We do our best to provide detailed information about the funding. In some cases, the patent only reports limited information on the origins of the funding. FedInvents presents what it can confirm. We add the patents without the information required by the Bayh-Dole Act to our list of patents worthy of further investigation.
APPLICANT(S) and ASSIGNEES
FedInvent includes both the Applicants and the Assignees because having both provides more information about where the inventive work was done and by what organizations. Many organizations — universities, corporations, and federal agencies — standardize the Assignee/Owner information by the time a patent is granted. In the case of federal patents, many of the patents use the agency headquarters information for patent assignment.
Showing just the headquarters address would make Washington, DC the epicenter of all taxpayer-funded research and development. Providing both the applicant information and the assignee information provides a more accurate picture of where important taxpayer funded innovation is happening in America. Here are two examples from two different patents:
APPLICANT: U.S. Army Research Laboratory, Adelphi, MD
ASSIGNEE: The United States of America as represented by the Secretary of the Army Washington, DC
APPLICANT: Optech Ventures, LLC (Torrance, California)
ASSIGNEE(S): The Regents of the University of California (Oakland, California); Optech Ventures, LLC (Torrance, California)
INVENTOR(S)
The inventors appear in the same order as they appear on the patent. FedInvents presents the names in first name/last name order because they are easier to read than the last name/first name order of the names on the USPTO patent documents.
ABSTRACT
The abstract as it appears on the patent.
FILED
The date of the patent application including the day of the week.
APPL NO
This is the patent application serial number. If you’d like to learn more about how application serial numbers work you can go to the Lists Page.
ART UNIT
Patent data includes the Art Unit where a patent was examined. (The Art Unit isn’t available for published patent applications.) The Art Unit provides insight into what group of patent examiners prosecuted the patent application and the subject matter that the examiners work on. For example:

CURRENT CPC
Current CPC provides a list of the Cooperative Patent Classification symbols assigned to the patent. These are the CPC symbols assigned at the time the patent was granted.
The FedInvent Project is a patent classification maximalist endeavor or put another way, we believe that more you understand about patent classification the more you'll learn about the nature of the invention and the types of work that the federal government is funding.
The symbol presented in BOLD is the symbol identified as the "first" classification which is the most relevant classification on the patent. The date that follows the symbol is the date of the most recent revision to the art classed there.

The CPC symbols match the classifications found on the PDF version of the patent. Over time, the classifications on the full-text version of the patent change to reflect how USPTO organizes patent art to support its examiners. The two sets of CPCs don’t always match.

As of June 2021, we include two ways to view a patent at USPTO. FedInvent provides a link to the Full-Text Version of the patent and a link to the PDF version of the patent.
