ABSTRACT | The present invention provides an improved system for linking nucleic acids to one another. In particular, the present invention provides techniques for producing DNA product molecules that may be easily and directly ligated to recipient molecules. The product molecules need not be cleaved with restriction enzymes in order to undergo such ligation. In preferred embodiments of the invention, the DNA product molecules are produced through iterative DNA synthesis reactions, so that the product molecules are amplified products. The invention further provides methods for directed ligation of product molecules (i.e., for selective ligation of certain molecules within a collection of molecules), and also for methods of exon shuffling, in which multiple different product molecules are produced in a single ligation reaction. Preferred embodiments of the invention involve ligation of product molecules encoding functional protein domains, particularly domains naturally found in conserved gene families. The inventive DNA manipulation system is readily integrated with other nucleic acid manipulation systems, such as ribozyme-mediated systems, and also is susceptible to automation. |

ABSTRACT | Cdc25A is herein identified as a substrate for β-TrCP1- or β-TrCP2-mediated ubiquitination and subsequent degradation via the ubiquitin-proteasome pathway. In particular, it has been found that interfering with β-TrCP expression or function, or increasing β-TrCP degradation, leads to accumulation of Cdc25A in a cell. Since degradation of Cdc25A is a key feature of the response to DNA damage, leading to a stall in the cell cycle during which the cell can repair the damage, Cdc25A accumulation can abolish this response, thereby sensitizing the cell to DNA damage. Described herein are assays for identifying β-TrCP inhibitors, and method of using such inhibitors for modulating Cdc25A degradation, sensitization of tumor cells, and as adjuvants in cancer therapy based on DNA damaging agents. |

ABSTRACT | The serotonin transporter (SERT) is a target of various therapeutic agents used in the treatment of neurological and neurodegenerative disorders. The present invention provides novel forms of SERT that lacks high affinity recognition of specific serotonin reuptake inhibitors (SSRIs). The present invention therefore provides a novel target for use in screening and model development that can aid both the discovery of new medications and the discovery of novel pathways impacted in parallel with SERT blockade. Such novel targets can help identify new SSRI's with unique modifications and lead to discovery of pathways that secondarily support the therapeutic activity of these agents. |

ABSTRACT | Cysteine containing amphipathic alpha helices of the exchangeable apolipoproteins, as exemplified by apolipoprotein (apo) A-IMilano (R173C) and apoA-IParis, (R151C) were found to exhibit potent antioxidant activity on phospholipid surfaces. The addition of a free thiol, at the hydrophobic/hydrophilic interface of an amphipathic alpha helix of synthetic peptides that mimic HDL-related proteins, imparts a unique antioxidant activity to these peptides which inhibits lipid peroxidation and protects phospholipids from water-soluble free radical initiators. These peptides can be used as therapeutic agents to combat cardiovascular disease, ischemia, bone disease and other inflammatory related diseases. |

ABSTRACT | A hand-held, fleet deployable infrared camera with integrated hardware and software providing real time processing of infrared images. The camera senses variable temperature images over a selected object of interest and senses variable emissivities over the object. The camera also measures and corrects for reflected environmental radiation as well as corrections for the atmospheric path through which the object is viewed. A calibrated reference patch having known emissivity and reflectance is attached to an object of interest and viewed through the camera. The calibrated patch is used to provide correction for the environmental radiation reflected off the object. Once the environmental radiation correction is known, it can be used to correct measurements taken from the rest of the object of interest. |

ABSTRACT | A system and method for containing plasma and forming a Field Reversed Configuration (FRC) magnetic topology are described in which plasma ions are contained magnetically in stable, non-adiabatic orbits in the FRC. Further, the electrons are contained electrostatically in a deep energy well, created by tuning an externally applied magnetic field. The simultaneous electrostatic confinement of electrons and magnetic confinement of ions avoids anomalous transport and facilitates classical containment of both electrons and ions. In this configuration, ions and electrons may have adequate density and temperature so that upon collisions they are fused together by nuclear force, thus releasing fusion energy. Moreover, the fusion fuel plasmas that can be used with the present confinement system and method are not limited to neutronic fuels only, but also advantageously include advanced fuels. |

ABSTRACT | The present invention relates to a method and system in which multi-coherent resonances of a microwave in which the alkali-metal atoms in the ground state are driven simultaneously by a microwave hyperfine frequency ΩH and a Zeeman frequency ΩZ. The driving influences on the atom can include magnetic fields or by optically pumping light modulated by a Zeeman frequency ΩZ or a microwave hyperfine frequency ΩH or by combinations of their harmonics or subharmonics. Multi-coherent resonances permit simultaneous measurement or control of the ambient magnetic field and measurement or control of a hyperfine resonance frequency of alkali-metal atoms. In one embodiment, the hyperfine frequency for a controlled magnetic field can serve as an atomic clock frequency. |

ABSTRACT | Communication systems and apparatus to allow a user to perceive the relative spatial location or present position of other elements of interest in a control space, such as the location of a speaker participating in a telephone conference or that of an aircraft carrier to a remotely piloted vehicle on final approach. The system inserts synthetic sound cues into the communication to the user that represent the relative position(s). In one embodiment, the user will perceive the communication as though it were communicated through free space to the user from the relative position of the represented source, so that, for example, the squad leader will perceive his wingman to be at his immediate left. Methods of conveying relative position sound cues are also provided. |

ABSTRACT | A radar receiver system includes a receiver, a processor including a Doppler Compensated Adaptive Pulse Compressor (DCAPC) algorithm, possible other intermediate processing and a target detector. The DCAPC algorithm processes samples of a radar return signal, applies Minimum Mean Square Error (MMSE), or alternatively matched filtering, to the radar return signal to obtain initial radar impulse response estimates, computes power estimates, estimates a range cell Doppler shift for each range cell, computes range-dependent filters, applies the MMSE filters, and then repeats the cycle for subsequent reiterative stages until a desired length−L range window is reached, thereby resolving the scatterer from noise and other scatterers. |

ABSTRACT | A method and apparatus use a photonic-crystal fiber having a very large core while maintaining a single transverse mode. In some fiber lasers and amplifiers having large cores problems exist related to energy being generated at multiple-modes (i.e., polygamy), and of mode hopping (i.e., promiscuity) due to limited control of energy levels and fluctuations. The problems of multiple-modes and mode hopping result from the use of large-diameter waveguides, and are addressed by the invention. This is especially true in lasers using large amounts of energy (i.e., lasers in the one-megawatt or more range). By using multiple small waveguides in parallel, large amounts of energy can be passed through a laser, but with better control such that the aforementioned problems can be reduced. An additional advantage is that the polarization of the light can be maintained better than by using a single fiber core. |

ABSTRACT | A method is described to improve and produce purer Cr4+-doped laser materials and lasers with reduced co-incorporation of chromium in any other valence states, such as Cr3+, Cr2+, Cr5+, and Cr6+. The method includes: 1) certain crystals of olivine structure with large cation (Ca) in octahedral sites such as Cr4+:Ca2GeO4, Cr4+:Ca2SiO4, Cr4+:Ca2GexSi1-xO4 (where 0<x<1), and/or 2) high-temperature solution growth techniques that enable the growth of the crystals below the temperature of polymorphic transitions by using low melting point solvent based on oxide, fluoride and/or chloride compounds. Purer Cr4+-doped laser materials are characterized by a relatively high concentration of Cr4+-lasing ion in crystalline host that makes these materials suitable for compact high power (thin disk/wedge) NIR laser applications. |

ABSTRACT | Data in a database describe an application domain such as a satisfiability problem. The data are represented in a manner that expresses the structure inherent in the data and one such representation uses group theory and represents the data as one or more “augmented clauses,” where each clause has a pair (c, G) including a database element c and a group G of group elements g acting on it. A query is encoded in a group theory representation and is executed on the group theory representation of the data to identify database elements and associated group elements satisfying the query. If desired, the satisfying database elements are converted from the group theory representation to the native representation of the data. |

ABSTRACT | The present invention performs “flow control” based on the remaining encryption capacity of an encrypted outbound network interface link of a network routing device, such as a router or switch. As the encrypted link begins to run low on encryption key material, this invention begins to discard datagrams queued for transit across that link, in order to signal distant host computers that they should slow down the rate at which they are sending datagrams. The invention, which is particularly useful in cryptographically protected networks that run the TCP/IP protocol stack, allows fine-grained flow control of individual traffic classes because it can determine, for example, how various classes of data traffic (e.g., voice, video, TCP) should be ordered and transmitted through a network. Thus, the invention can be used to implement sophisticated flow control rules so as to give preferential treatment to certain people, departments or computers. |

ABSTRACT | This invention extends the Kirkpatrick-Baez (KB) mirror focusing geometry to allow nondispersive focusing of neutrons with a convergence on a sample much larger than is possible with existing KB optical schemes by establishing an array of at least three mirrors and focusing neutrons by appropriate multiple deflections via the array. The method may be utilized with supermirrors, multilayer mirrors, or total external reflection mirrors. Because high-energy x-rays behave like neutrons in their absorption and reflectivity rates, this method may be used with x-rays as well as neutrons. |

ABSTRACT | A modular and scaleable Matrix Fault Current Limiter (MFCL) that functions as a “variable impedance” device in an electric power network, using components made of superconducting and non-superconducting electrically conductive materials. The matrix fault current limiter comprises a fault current limiter module that includes a superconductor which is electrically coupled in parallel with a trigger coil, wherein the trigger coil is magnetically coupled to the superconductor. The current surge doing a fault within the electrical power network will cause the superconductor to transition to its resistive state and also generate a uniform magnetic field in the trigger coil and simultaneously limit the voltage developed across the superconductor. This results in fast and uniform quenching of the superconductors, significantly reduces the burnout risk associated with non-uniformity often existing within the volume of superconductor materials. The fault current limiter modules may be electrically coupled together to form various “n” (rows)דm” (columns) matrix configurations. |

ABSTRACT | The invention provides a cascaded injection resonator for coherent beam combining of laser arrays. The resonator comprises a plurality of laser emitters arranged along at least one plane and a beam sampler for reflecting at least a portion of each laser beam that impinges on the beam sampler, the portion of each laser beam from one of the laser emitters being reflected back to another one of the laser emitters to cause a beam to be generated from the other one of the laser emitters to the beam reflector. The beam sampler also transmits a portion of each laser beam to produce a laser output beam such that a plurality of laser output beams of the same frequency are produced. An injection laser beam is directed to a first laser emitter to begin a process of generating and reflecting a laser beam from one laser emitter to another laser emitter in the plurality. A method of practicing the invention is also disclosed. |

ABSTRACT | A bipolar pulse forming transmission line module for linear induction accelerators having first, second, third, fourth, and fifth planar conductors which form an interleaved stack with dielectric layers between the conductors. Each conductor has a first end, and a second end adjacent an acceleration axis. The first and second planar conductors are connected to each other at the second ends, the fourth and fifth planar conductors are connected to each other at the second ends, and the first and fifth planar conductors are connected to each other at the first ends via a shorting plate adjacent the first ends. The third planar conductor is electrically connectable to a high voltage source, and an internal switch functions to short a high voltage from the first end of the third planar conductor to the first end of the fourth planar conductor to produce a bipolar pulse at the acceleration axis with a zero net time integral. Improved access to the switch is enabled by an aperture through the shorting plate and the proximity of the aperture to the switch. |

ABSTRACT | A method and apparatus is utilized to determine the bearing and/or location of sources, such as, alternating current (A.C.) generators and loads, power lines, transformers and/or radio-frequency (RF) transmitters, emitting electromagnetic-wave energy for which a Poynting-Vector can be defined. When both a source and field sensors (electric and magnetic) are static, a bearing to the electromagnetic source can be obtained. If a single set of electric (E) and magnetic (B) sensors are in motion, multiple measurements permit location of the source. The method can be extended to networks of sensors allowing determination of the location of both stationary and moving sources. |

ABSTRACT | A method for the assembly of a thin film containing highly anisotropic colloids that includes the steps of immersing a substrate in a first solution or dispersion comprising a first substance, wherein the first substance has an affinity for the substrate. Then, immersing the substrate in a second solution or dispersion comprising a second substance, wherein the second substance has an affinity for the first substance. A least one of the first substance and the second substance is a highly anisotropic colloid having at least one dimension differing from the others by a ratio of at least 1:1.5. The method incorporates highly anisotropic colloids using a layer-by-layer process that circumvents the tendency for separation of nanotubes at high nanotube loadings. Additionally, the method incorporates aligned highly anisotropic colloids and provides a method for carbon nanotube alignment, which among other advantages makes possible the preparation of unique criss-crossed composites. |

ABSTRACT | A technique, associated system and program code, for retrieving depth information about at least one surface of an object. Core features include: projecting a composite image comprising a plurality of modulated structured light patterns, at the object; capturing an image reflected from the surface; and recovering pattern information from the reflected image, for each of the modulated structured light patterns. Pattern information is preferably recovered for each modulated structured light pattern used to create the composite, by performing a demodulation of the reflected image. Reconstruction of the surface can be accomplished by using depth information from the recovered patterns to produce a depth map/mapping thereof. Each signal waveform used for the modulation of a respective structured light pattern, is distinct from each of the other signal waveforms used for the modulation of other structured light patterns of a composite image; these signal waveforms may be selected from suitable types in any combination of distinct signal waveforms, provided the waveforms used are uncorrelated with respect to each other. The depth map/mapping to be utilized in a host of applications, for example: displaying a 3-D view of the object; virtual reality user-interaction interface with a computerized device; face—or other animal feature or inanimate object—recognition and comparison techniques for security or identification purposes; and 3-D video teleconferencing/telecollaboration. |

ABSTRACT | A method of employing multipath propagation in wireless radio communications uses an omnidirectional transmitting/receiving antenna at one end of a transmission link to send an interrogating signal across an environment subject to multipath disturbances to a phase-conjugating retrodirective antenna, and the retrodirective antenna returns a communication signal along the multiple pathways taken by the interrogating signal to the omnidirectional antenna despite the multipath disturbances. In a simplex communication mode, the retrodirective antenna sends a return signal mixed with a communication signal to the omnidirectional antenna. In a duplex communication mode, both an omnidirectional antenna and a phase-conjugating retrodirective antenna are operated in tandem at each end of the transmission link to provide effective two-way wireless radio transmissions. |

ABSTRACT | This invention is a method and supporting apparatus for autonomously capturing, servicing and de-orbiting a free-flying spacecraft, such as a satellite, using robotics. The capture of the spacecraft includes the steps of optically seeking and ranging the satellite using LIDAR; and matching tumble rates, rendezvousing and berthing with the satellite. Servicing of the spacecraft may be done using supervised autonomy, which is allowing a robot to execute a sequence of instructions without intervention from a remote human-occupied location. These instructions may be packaged at the remote station in a script and uplinked to the robot for execution upon remote command giving authority to proceed. Alternately, the instructions may be generated by Artificial Intelligence (AI) logic onboard the robot. In either case, the remote operator maintains the ability to abort an instruction or script at any time, as well as the ability to intervene using manual override to teleoperate the robot. In one embodiment, a vehicle used for carrying out the method of this invention comprises an ejection module, which includes the robot, and a de-orbit module. Once servicing is completed by the robot, the ejection module separates from the de-orbit module, leaving the de-orbit module attached to the satellite for de-orbiting the same at a future time. Upon separation, the ejection module can either de-orbit itself or rendezvous with another satellite for servicing. The ability to de-orbit a spacecraft further allows the opportunity to direct the landing of the spent satellite in a safe location away from population centers, such as the ocean. |

ABSTRACT | A contact lens is provided in which tunable nanoparticles are embedded or otherwise coated on the lens to extinguish near-infrared energy. In one preferred embodiment, the tunable nanoparticles are nanoshells consisting of a dielectric core and a metal shell, wherein the plasmon resonance frequency is determined by the relative size of the core and the metal shell. With the capability to alter the relative size of the core and the metal shell, nanoshells are uniquely tunable nanoparticles, allowing a range of optical extinctions. In another embodiment, the nanoshells are tuned to extinguish energy from other parts of the energy spectrum. In one desired embodiment of the invention, these plasmon resonant structures are introduced into the lens polymer prior to formation or manufacturing of a lens. In another embodiment of the invention, these nanoshells are coated on a contact lens after formation of the lens. |

ABSTRACT | Lipids, such as plant oils and animal fats, are effective for treatment of animal wastes to inhibit both the emission of ammonia and other odors, and the discharge of particulate matter, microorganisms, and endotoxins, therefrom. Inhibition of ammonia volatilization and particulate or microbial discharge is effected by application of an effective amount of a lipid containing composition onto the animal wastes. Moreover, when used in combination with solutions of salts of acidic proton donors such as aluminum chloride, aluminum nitrate, and alum, these lipids significantly improve the effectiveness of the proton donors to inhibit the release of ammonia and reduce phosphorous solubility. |

ABSTRACT | This study reports a novel immunopotentiating effect of a lectin (FFrL) extracted from the mushroom Fomitella fraxinea on poultry cell-mediated immunity and poultry coccidiosis. We describe the extraction of FFrL, its in vitro mitogenic activity and in vivo protection against an oral challenge infection with Eimeria acervulina. When tested on several cell types, crude FFrL agglutinated mouse erythrocytes and thymocytes and also various other cells including murine and human cell lines. However, crude FFrL did not agglutinate human A, B, AB, or O erythrocytes. FFrL showed a potent mitogenic activity on chicken splenic lymphocytes where at lower concentrations, crude FFrL exerted stronger mitogenic activity than Con A, a well-known potent mitogen for T lymphocytes. Further, FFrL significantly induced (P<0.05) nitric oxide secretion in HD11 cells, an established macrophage cell line, and suppressed (P<0.05) RP9 tumor cell growth, both, in a dose-dependent fashion. When injected into eighteen-day-old chicken embryos followed by an oral E. acervulina challenge infection, FFrL-treatment significantly protected chickens against weight loss associated with coccidiosis (P<0.05). Injecting embryos with FFrL also resulted in significant reduction in oocyst shedding as compared to the control saline-injected birds (P<0.05). The results of this study demonstrate that FFrL is an effective growth-promoting and immunostimulating agent in poultry during coccidiosis. |

ABSTRACT | A circuit for driving the current for inductive loads such as a electron beam deflection coil for an x-ray generator system. The circuit includes two selectable voltage levels which are provided by a high level voltage source and a low level voltage source or, alternatively, by a low level voltage source and a boosting converter. A plurality of switches for selecting the voltage source allow only one voltage source to be connected to the load at any given time, and for selecting the polarity of the current through the coil. The high level voltage source is selected when the load is charging or discharging. The low level voltage source is selected when the load is operating in a constant current mode, where a high frequency switching device uses the low level voltage source to generate a pulse width modulation waveform according to a reference current duty cycle to control the voltage across the load. A feedback loop monitors the current through the load so that the duty cycle of the pulse width modulation waveform may be adjusted to more accurately control the current through the load. |

How To Use This Page
THE FEDINVENT PATENT DETAILS PAGE
Each week, FedInvent analyzes newly granted patents and published patent applications whose origins lead back to funding by the US Federal Government. The FedInvent Patent Details page is a companion to the weekly FedInvents Patents Report.
This week's information is published in the FedInvent Patents report for Tuesday, October 21, 2008.
The FedInvent Weekly Patent Details Page contains a subset of patent information to provide a deeper dive into the week’s taxpayer-funded patents to help the reader better understand where a patent fits in the federal innovation ecosphere.
HOW IS THE INFORMATION ORGANIZED?
Patents are organized by the funding agency. Within each group, the patents are organized in numeric order. A patent funded by more than one agency will appear in the section of each of the agencies that funded the research and development that resulted in the invention. This approach gives the reader a complete view of the department or agency activity for the week.
WHAT INFORMATION WILL I FIND?
THE PANEL
There is a panel for each patent that contains the patent number and the title of the patent. When you click the panel, it opens to reveal the following information:
FUNDED BY
The agencies that funded the grants, contracts, or other research agreements that resulted in the patent. FedInvent includes as much information on the source of the funding as possible. The information is presented in a hierarchy going from the Federal Department down to the agencies, subagencies, and offices that funded the work. Here are two examples:
Department of Health and Human Services (HHS)
National Institutes of Health (NIH)
National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK)
Department of Defense (DOD)
Defense Advanced Research Projects Agency (DARPA)
Army Research Office (ARO)
We do our best to provide detailed information about the funding. In some cases, the patent only reports limited information on the origins of the funding. FedInvents presents what it can confirm. We add the patents without the information required by the Bayh-Dole Act to our list of patents worthy of further investigation.
APPLICANT(S) and ASSIGNEES
FedInvent includes both the Applicants and the Assignees because having both provides more information about where the inventive work was done and by what organizations. Many organizations — universities, corporations, and federal agencies — standardize the Assignee/Owner information by the time a patent is granted. In the case of federal patents, many of the patents use the agency headquarters information for patent assignment.
Showing just the headquarters address would make Washington, DC the epicenter of all taxpayer-funded research and development. Providing both the applicant information and the assignee information provides a more accurate picture of where important taxpayer funded innovation is happening in America. Here are two examples from two different patents:
APPLICANT: U.S. Army Research Laboratory, Adelphi, MD
ASSIGNEE: The United States of America as represented by the Secretary of the Army Washington, DC
APPLICANT: Optech Ventures, LLC (Torrance, California)
ASSIGNEE(S): The Regents of the University of California (Oakland, California); Optech Ventures, LLC (Torrance, California)
INVENTOR(S)
The inventors appear in the same order as they appear on the patent. FedInvents presents the names in first name/last name order because they are easier to read than the last name/first name order of the names on the USPTO patent documents.
ABSTRACT
The abstract as it appears on the patent.
FILED
The date of the patent application including the day of the week.
APPL NO
This is the patent application serial number. If you’d like to learn more about how application serial numbers work you can go to the Lists Page.
ART UNIT
Patent data includes the Art Unit where a patent was examined. (The Art Unit isn’t available for published patent applications.) The Art Unit provides insight into what group of patent examiners prosecuted the patent application and the subject matter that the examiners work on. For example:
3793 — Medical Instruments, Diagnostic Equipment, and Treatment Devices
You can learn more about ART UNITS on the FedInvent Patents Weekly panel called About Tech Center or you can find information on the FedInvent Lists Page.
CURRENT CPC
Current CPC provides a list of the Cooperative Patent Classification symbols assigned to the patent. These are the CPC symbols assigned at the time the patent was granted.
The FedInvent Project is a patent classification maximalist endeavor or put another way, we believe that more you understand about patent classification the more you'll learn about the nature of the invention and the types of work that the federal government is funding.
The symbol presented in BOLD is the symbol identified as the "first" classification which is the most relevant classification on the patent. The date that follows the symbol is the date of the most recent revision to the art classed there.
- A61B 1/149 (20130101)
- A61B 1/71 (20130101)
- A61B 1/105 (20130101)
The CPC symbols match the classifications found on the PDF version of the patent. Over time, the classifications on the full-text version of the patent change to reflect how USPTO organizes patent art to support its examiners. The two sets of CPCs don’t always match.
