ABSTRACT | An alignment mount is provided for adjusting elevation and azimuth between first and second axes for two respective devices attached thereto. The axes are substantially parallel to an axial direction and substantially perpendicular to lateral and vertical directions. These directions form a pitch plane by said axial and vertical directions, a yaw plane by said axial and lateral directions and a roll plane by said lateral and vertical directions. The mount is detachably disposable to first and second devices corresponding to the first and second axes. The mount includes first and second platforms respectively attachable to the first and second devices, an elevation block, an elevation screw, an elevation cam, an azimuth screw and an azimuth cam. The first platform includes a first slot that extends substantially in the yaw plane. The second platform includes a first bore and a first channel extending in tandem substantially in the axial direction. The elevation screw is rotatable within the first bore in the roll plane. The elevation block is insertable into the first channel and includes a second bore, a second channel and a second slot. The second bore and the second channel extend substantially in the axial direction. The azimuth screw is rotatable within the second bore in the roll plane. The second slot extends substantially in the pitch plane. The elevation cam translates within said first channel to engage with the second slot to rotate one end of the elevation block in the pitch plane in response to turning of the elevation screw. The elevation block and first platform can be pinned together at an opposite end to the first end. The first platform can include a Picatinny rail. |

ABSTRACT | A method for making a ductile and porous shape memory alloy (SMA) using spark plasma sintering, and an energy absorbing structure including a ductile and porous SMA are disclosed. In an exemplary structure, an SMA spring encompasses a generally cylindrical energy absorbing material. The function of the SMA spring is to resist the bulging of the cylinder under large compressive loading, thereby increasing a buckling load that the cylindrical energy absorbing material can accommodate. The SMA spring also contributes to the resistance of the energy absorbing structure to an initial compressive loading. Preferably, the cylinder is formed of ductile, porous and super elastic SMA. A working prototype includes a NiTi spring, and a porous NiTi cylinder or rod. |

ABSTRACT | A method of sintering a composite body characterized by a transition metal carbide phase (such as a ZrC phase) substantially evenly distributed in a second, typically refractory, transition metal (such as W) matrix at ambient pressures, including blending a first predetermined amount of first transition metal oxide powder (such as ZrO2) with a second predetermined amount of second transition metal carbide powder (such as WC powder). Next the blended powders are mixed to yield a substantially homogeneous powder mixture and a portion of the substantially homogeneous powder mixture is formed into a green body. The body is fired to a first temperature, wherein the first transition metal oxide is substantially reduced and the simultaneously generated CO and gas are evolved from the body to substantially eliminate oxides from the green body, and the body is heated to a second temperature and sintered to yield a composite body of about 99 percent theoretical density and characterized by a first transition metal carbide phase distributed substantially evenly in a second transition metal matrix. |

ABSTRACT | The present invention presents three new classes of phase-shifting mask patterns. In optical image forming systems, a mask with phase shifted regions can act as a precision instrument for characterizing imaging. Three new classes of phase-shifting mask patterns have been invented to characterize projection printing tool illumination and phase-shifting mask (PSM) performance. The linear phase grating (LPG) and linear phase ring (LPR) both serve to characterize illumination angular distribution and uniformity. A third new class, the interferometric-probe monitor for phase-shifting masks (IPM-PSM), measures the effective phase, transmittance and edge effects of various phase-shifted mask features. All three patterns allow performance comparison across the field, tool-to-tool, over time, or to intended design. |

Colloidal nanoparticle is characterized by an inorganic surface having attached to it one or more of the ligands. The colloidal bioconjugate is characterized by an inorganic surface having attached thereto one or more of the ligand wherein at least some of the ligand have a biomolecule conjugated thereto. |

ABSTRACT | The present invention relates to radiation hardening by design (RHBD), which employs layout and circuit techniques to mitigate the damaging effects of ionizing radiation. Reverse body biasing (RBB) of N-type metal-oxide-semiconductor (NMOS) transistors may be used to counteract the effects of trapped positive charges in isolation oxides due to ionizing radiation. In a traditional MOS integrated circuit, input/output (I/O) circuitry may be powered using an I/O power supply voltage, and core circuitry may be powered using a core power supply voltage, which is between the I/O power supply voltage and ground. However, in one embodiment of the present invention, the core circuitry is powered using a voltage difference between the core power supply voltage and the I/O power supply voltage. The bodies of NMOS transistors in the core circuitry are coupled to ground; therefore, a voltage difference between the core power supply voltage and ground provides RBB. |

The use of local nodes to collaboratively establish, maintain, recover, and merge the hybrid, multi-tiered mobile wireless networks that use heterogeneous set of mobile wireless nodes is the fundamental basis for the collaborative multicast routing scheme of the present invention. |

ABSTRACT | An apparatus for treating polymeric materials comprises a treatment chamber adapted to maintain a selected atmosphere at a selected temperature; a means for supporting the polymeric material within the chamber; and, a source of ozone-containing gas, which decomposes at the selected temperature yielding at least one reactive oxidative species whereby the polymer is stabilized and cross linked through exposure to the oxidative species in the chamber at the selected temperature. The ozone may be generated by a plasma discharge or by various chemical processes. The apparatus may be configured for either batch-type or continuous-type processing. The apparatus and method are especially useful for preparing polymer fibers, particularly PAN fibers, for later carbonization treatments as well as to make flame-retardant fabrics. |

Utilizing a second temperature, the 1,4-sorbitan and 3,6-sorbitan are converted to isosorbide. The invention includes a method of purifying isosorbide from a mixture containing isosorbide and at least one additional component. A first distillation removes a first portion of the isosorbide from the mixture. A second distillation is then conducted at a higher temperature to remove a second portion of isosorbide from the mixture. |

The simulated person provides verbal responses in combination with an animated video display reflecting the body language of the simulated person in response to questions asked and during and after responses to the questions. The questions and responses are pre-programmed and interrelated groups of questions and responses are maintained in dynamic tables which are constantly adjusted as a function of questions asked and responses generated. The system provides a critique and numerical score for each training session. |

THE FEDINVENT PATENT DETAILS PAGE
Each week, FedInvent analyzes newly granted patents and published patent applications whose origins lead back to funding by the US Federal Government. The FedInvent Patent Details page is a companion to the weekly FedInvents Patents Report.
This week's information is published in the FedInvent Patents report for Tuesday, January 19, 2010.
The FedInvent Weekly Patent Details Page contains a subset of patent information to provide a deeper dive into the week’s taxpayer-funded patents to help the reader better understand where a patent fits in the federal innovation ecosphere.
HOW IS THE INFORMATION ORGANIZED?
Patents are organized by the funding agency. Within each group, the patents are organized in numeric order. A patent funded by more than one agency will appear in the section of each of the agencies that funded the research and development that resulted in the invention. This approach gives the reader a complete view of the department or agency activity for the week.
WHAT INFORMATION WILL I FIND?
THE PANEL
There is a panel for each patent that contains the patent number and the title of the patent. When you click the panel, it opens to reveal the following information:
FUNDED BY
The agencies that funded the grants, contracts, or other research agreements that resulted in the patent. FedInvent includes as much information on the source of the funding as possible. The information is presented in a hierarchy going from the Federal Department down to the agencies, subagencies, and offices that funded the work. Here are two examples:
Department of Health and Human Services (HHS)
National Institutes of Health (NIH)
National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK)
Department of Defense (DOD)
Defense Advanced Research Projects Agency (DARPA)
Army Research Office (ARO)
We do our best to provide detailed information about the funding. In some cases, the patent only reports limited information on the origins of the funding. FedInvents presents what it can confirm. We add the patents without the information required by the Bayh-Dole Act to our list of patents worthy of further investigation.
APPLICANT(S) and ASSIGNEES
FedInvent includes both the Applicants and the Assignees because having both provides more information about where the inventive work was done and by what organizations. Many organizations — universities, corporations, and federal agencies — standardize the Assignee/Owner information by the time a patent is granted. In the case of federal patents, many of the patents use the agency headquarters information for patent assignment.
Showing just the headquarters address would make Washington, DC the epicenter of all taxpayer-funded research and development. Providing both the applicant information and the assignee information provides a more accurate picture of where important taxpayer funded innovation is happening in America. Here are two examples from two different patents:
APPLICANT: U.S. Army Research Laboratory, Adelphi, MD
ASSIGNEE: The United States of America as represented by the Secretary of the Army Washington, DC
APPLICANT: Optech Ventures, LLC (Torrance, California)

INVENTOR(S)
The inventors appear in the same order as they appear on the patent. FedInvents presents the names in first name/last name order because they are easier to read than the last name/first name order of the names on the USPTO patent documents.

The abstract as it appears on the patent.
FILED
The date of the patent application including the day of the week.
APPL NO
This is the patent application serial number. If you’d like to learn more about how application serial numbers work you can go to the Lists Page.
ART UNIT
Patent data includes the Art Unit where a patent was examined. (The Art Unit isn’t available for published patent applications.) The Art Unit provides insight into what group of patent examiners prosecuted the patent application and the subject matter that the examiners work on. For example:

CURRENT CPC
Current CPC provides a list of the Cooperative Patent Classification symbols assigned to the patent. These are the CPC symbols assigned at the time the patent was granted.
The FedInvent Project is a patent classification maximalist endeavor or put another way, we believe that more you understand about patent classification the more you'll learn about the nature of the invention and the types of work that the federal government is funding.
The symbol presented in BOLD is the symbol identified as the "first" classification which is the most relevant classification on the patent. The date that follows the symbol is the date of the most recent revision to the art classed there.

The CPC symbols match the classifications found on the PDF version of the patent. Over time, the classifications on the full-text version of the patent change to reflect how USPTO organizes patent art to support its examiners. The two sets of CPCs don’t always match.
