ABSTRACT | The invention describes rolled electroactive polymer devices. The invention also describes employment of these devices in a wide array of applications and methods for their fabrication. A rolled electroactive polymer device converts between electrical and mechanical energy; and includes a rolled electroactive polymer and at least two electrodes to provide the mechanical/electrical energy conversion. Prestrain is typically applied to the polymer. In one embodiment, a rolled electroactive polymer device employs a mechanism, such as a spring, that provides a force to prestrain the polymer. Since prestrain improves mechanical/electrical energy conversion for many electroactive polymers, the mechanism thus improves performance of the rolled electroactive polymer device. |

In this way, the through bore has a variable area that forms an unobstructed open area with a cross-section effective to discharge gas generated by the main propellant such that a pressure increase within the housing remains below a safety value for the housing. |

ABSTRACT | A bio-inspired device is provided designed to scale smooth vertical surfaces using anisotropic frictional materials. The device draws its inspiration from geckos and other climbing lizards and employs similar compliance and force control strategies to climb (or hang onto) smooth vertical surfaces including glass, tile and plastic panels. Foremost among the design features embodied in the device are multiple levels of compliance, at length scales ranging from centimeters to micrometers, to allow the device to conform to surfaces and maintain large real areas of contact so that adhesive forces can support it. Structures within the feet ensure even stress distributions over each toe and facilitate engagement and disengagement of the adhesive materials. A force control strategy works in conjunction with the anisotropic adhesive materials to obtain sufficient levels of friction and adhesion for climbing with low attachment and detachment forces. |

ABSTRACT | The present invention relates to novel non-ferromagnetic amorphous steel alloys represented by the general formula: Fe—Mn-(Q)-B-M, wherein Q represents one or more elements selected from the group consisting of Sc, Y, Ce, Pr, Nd, Pm, Sm, Eu, Gd, Tb, Dy, Ho, Er, Tm, Yb and Lu, and M represents one or more elements selected from the group consisting of Cr, Co, Mo, C and Si. Typically the atomic percentage of the Q constituent is 10 or less. An aspect is to utilize these amorphous steels as coatings, rather than strictly bulk structural applications. In this fashion any structural metal alloy can be coated by various technologies by these alloys for protection from the environment. The resultant structures can utilize surface and bulk properties of the amorphous alloy. |

ABSTRACT | An Electro-Osmotic Pulse (EOP) system is used to dewater structure, both natural and manmade. Preferably, the system employs durable, dimensionally stable anodes affixed to structure in a configuration designed to maximize electrical contact with the structure and minimize electrode gas generation. The anodes and cathodes are attached to a DC power supply that provides a voltage potential between them. DC power is cycled until the structure has been sufficiently treated. Select embodiments employ perforated metal pipes as cathodes for the purpose of transport and drainage of fluids. In select embodiments of the present invention, the cathodes are connected to variable resistors designed to reduce opportunity for corrosion of buried metal objects in the vicinity of the EOP system. Select embodiments employ a pre-specified pulse train of DC voltage pulses to migrate water from under a crawl space while moving available cations in the soil. Select embodiments also protect large structures such as concrete dams. |

ABSTRACT | A superconductor for mitigating the effects of local current disruptions in a superconducting filament. The superconductor comprises superconducting filaments covered by a medium in electrical communication with the filaments. The covering medium has anisotropic conductivity, the conductivity in a direction substantially aligned with the filaments being selected to stabilize the superconductor near the critical temperature, and the conductivity of the covering in a direction substantially perpendicular to the filaments being selected to permit controlled current sharing between the filaments, especially when a filament is compromised, while simultaneously limiting alternating current (ac) losses. In various embodiments, the covering comprises a wire mesh having longitudinal wires made of a first material having a first conductivity, and transverse wires made of a second material having a second conductivity, different from the first conductivity. |

ABSTRACT | A system for transporting particles includes a substrate and a plurality of spaced electrically conductive electrodes carried by the substrate. ABSTRACT | A method to increase the output power of narrow-linewidth rare earth-doped fiber amplifiers by suppressing simulated Brillouin scattering. The fiber amplifier is seeded with two or more lasers having frequencies and input powers that are sufficiently different. The seed signal with the highest emission cross section (e.g., signal 2) initially experiences the greatest gain. If signal 2 is also given sufficiently greater input power than signal 1, it will be amplified to its maximum value before the seed signals have reached the midpoint of the gain fiber. Beyond that point, the signal having the lower emission and absorption cross sections (signal 1) and significantly lower input power will continue to experience gain by power transfer from both signal 2 and the pump light, attaining a power output well beyond what the maximum output would have been had the amplifier been illuminated with a single frequency beam. This technique effectively reduces the Stokes light of signal 1, whereby higher power narrow-linewidth optical fiber amplifiers may be realized. |

The kits may include reagents for detection of cell surface or immunohistochemical markers associated with high IDO expression by APCs such as DO, CD123, CD11c or CCR6. |

Illustratively, the catalysts are adsorbed or immobilized at the surface of the material. The catalysts can act on endogenous nitrite, nitrate, or nitrosothiols within the blood creating a local increase in the NO levels at the surface of the material. An illustrative enzymatic biocatalyst is mammalian xanthine oxidase. In another illustrative embodiment, a biomimetic catalyst is a copper (Cu(II)-ligand complex, e.g. dibenzo[e,k]-2,3,8,9-tetraphenyl-1,4,7,10-tetraaza-cyclododeca-1,3,7,9-tetraene. In some cases, lipophilic salts of nitrite/nitrate (e.g., tridodecylmethylammonium nitrite (TDMA+ NO2−/NO3−)) or certain salts of nitrosothiols can be doped within a polymer material, or an underlying polymeric film, to create a reservoir of nitrite or nitrosothiol that continuously leaks into the immobilized catalytic layer. Adequate levels of endogenous reducing equivalents are present within blood to provide catalytically-generated surface levels of NO that are above the threshold reportedly required to prevent platelet adhesion or activation. |

Accordingly, compositions comprising BDNF are herein presented for use in promoting in vivo oocyte maturation as well as for use as a component in culture media for promoting preimplantation maturation of zygotes and embryos, for instance, for use with in vitro fertilization procedures and for the production of stem cells. Additionally, compounds that interfere with the binding of BDNF to its receptor may be administered to an individual to prevent oocyte maturation, thereby acting as a contraceptive. The BNDF receptor, TrkB, and BDNF also find use in the screening and design of agonists and antagonists for use in the methods of the invention. |

ABSTRACT | A system and method for correcting optical aberrations in optical devices, such as wide-field microscopes, optical tweezers and optical media devices, such as DVD drives. The system uses adaptive optics to correct optical aberrations, such as spherical and space-variant aberrations. Spherical aberrations can be corrected using one adaptive optical elements and space-variant aberrations can be corrected using numerous adaptive optical elements in tandem. The adaptive optical elements may be of several types, such as a liquid lenses, deformable membrane mirrors or various liquid crystal phase and amplitude modulators. ABSTRACT | In order to generate the smallest phosphenes possible, it is advantageous to selectively stimulate smaller cells. By hyperpolarizing the somas of the large cells selectively with sub-threshold anodic ‘pre-pulse’ stimuli (making them more difficult to stimulate) and then selectively depolarize the smaller cells one can selectively stimulate smaller cells. Alternatively, one can hyperpolarize the dendrites of the cells with larger dendritic fields by applying sub-threshold anodic currents on surrounding electrodes and then depolarizing the smaller cells in the center. Further, one can manipulate the phases of an individual biphasic wave to affect selective stimulation resulting in more focal responses. It is possible to increase resolution with the ‘pre-pulse’ described above. One can also effect resolution by modifying the pulse order of the cathodic and anodic phases. Further, one can isolate the effect of the phases by separating them in time (long inter-phase interval) or by making one of the phases long and low amplitude—always keeping equal total charge for the two phases. As an example, one can preferentially stimulate smaller ganglion cells by providing a longer sub-threshold anodic pulse balanced with a shorter supra-threshold cathodic pulse. Preferentially stimulating the smaller ganglion cells will allow stimulation of different brightness levels while maintaining high spatial resolution. |

ABSTRACT | A copper catalyzed click chemistry ligation process is employed to bind azides and terminal acetylenes to provide 1,4-disubstituted 1,2,3-triazole triazoles. The process comprises contacting an organic azide and a terminal alkyne with a source of reactive Cu(I) ion for a time sufficient to form by cycloaddition a 1,4-disubstituted 1,2,3-triazole. The source of reactive Cu(I) ion can be, for example, a Cu(I) salt or copper metal. The process is preferably carried out in a solvent, such as an aqueous alcohol. Optionally, the process can be performed in a solvent that comprises a ligand for Cu(I) and an amine. |

A stream of pieces of material are moved along a conveying system into a stimulation and detection area. Each piece of material, in turn, is stimulated with a first and second stimulus, of a same or different type, causing the piece of material to emit emissions, for example, photons, which may include at least one of x-ray photons (i.e., x-rays) and optical emissions. These emissions then are detected by one or more detectors of a same or different type. The piece of materials is then classified, for example, using a combination of hardware, software and/or firmware, based on the detected emissions, and then sorted. |

The approaches may include providing at least one instruction register file, identifying a plurality of frequently-used instructions, and storing at least a portion of the identified frequently-used instructions in the instruction register file. The approaches may further include specifying a first identifier for identifying each of instructions stored within the instruction register file, and retrieving at least one packed instruction from an instruction cache, wherein each packed instruction includes at least one first identifier. The packed instructions may be tightly packed or loosely packed in accordance with embodiments of the present invention. Packed instructions may also be executed alongside traditional non-packed instructions. Further, the use of packed instructions and instruction register files may provide a level of indirection that enhances the security of the embodying software. |

ABSTRACT | One embodiment of the present invention provides a system that facilitates avoiding locks by speculatively executing critical sections of code. During operation, the system allows a process to speculatively execute a critical section of code within a program without first acquiring a lock associated with the critical section. If the process subsequently completes the critical section without encountering an interfering data access from another process, the system commits changes made during the speculative execution, and resumes normal non-speculative execution of the program past the critical section. Otherwise, if an interfering data access from another process is encountered during execution of the critical section, the system discards changes made during the speculative execution, and attempts to re-execute the critical section. |

The measured phase changes ΔφR and Δφm resulting from the laser frequency swept gives target position. The reference delay-line is the only absolute reference needed in the metrology system and this provides an ultra-stable reference and simple/economical system. |

ABSTRACT | Pregnancy-associated glycoproteins (PAGs) are structurally related to the pepsins, thought to be restricted to the hoofed (ungulate) mammals and characterized by being expressed specifically in the outer epithelial cell layer (chorion/trophectoderm) of the placenta. By cloning expressed genes from ovine and bovine placental cDNA libraries, the inventors estimate that cattle, sheep, and most probably all ruminant Artiodactyla, possess possibly 100 or more PAG genes, many of which are placentally expressed. The PAGs are highly diverse in sequence, with regions of hypervariability confined largely to surface-exposed loops. Selected PAG that are products of the invasive binucleate cells, expressed highly in early pregnancy at the time of trophoblast invasion and expressed weakly, if at all, in late gestation are useful in the early diagnosis of pregnancy. In a preferred embodiment, the invention relates to immunoassays for detecting these PAGs. |

ABSTRACT | A piece of material that includes low-Z elements is classified based on photonic emissions detected from the piece of material. Both XRF spectroscopy and OES techniques, for example, Laser-Induced Breakdown Spectroscopy (LIBS) and spark discharge spectroscopy, may be used to classify the piece of material. A stream of pieces of material are moved along a conveying system into a stimulation and detection area. Each piece of material, in turn, is stimulated with a first and second stimulus, of a same or different type, causing the piece of material to emit emissions, for example, photons, which may include at least one of x-ray photons (i.e., x-rays) and optical emissions. These emissions then are detected by one or more detectors of a same or different type. The piece of materials is then classified, for example, using a combination of hardware, software and/or firmware, based on the detected emissions, and then sorted. |

ABSTRACT | An optical fiber that exhibits reduced mode distortions as the fiber is bent is formed by properly defining its refractive index profile during fabrication. The as-fabricated profile is defined as a “pre-distorted” profile that takes into account the gradient introduced by bending the fiber. A parabolic index profile is one exemplary bend-resistant profile that exhibits a quadratic form. A raised-cone index is another profile that may be used as the “as-fabricated” profile. In any properly configured form, factors such as bend loss and mode distortion are significantly reduced, since the profile undergoes a shift of essentially constant gradient as a bend is introduced. The resultant effective area of the inventive fiber is substantially improved over state-of-the-art fiber that is subjected to bending during installation. The as-fabricated profile may be incorporated into various types of fibers (birefringent, photonic bandgap, etc.), and is particularly well-suited for use in a fiber amplifier arrangement. |

The presence or absence of labeled oligonucleotide complexed with the substrate is determined. Detection of labeled oligonucleotide complexed with the substrate is indicative of the presence of pathogen. Performing the method in the presence and absence of an antibiotic permits detection of antibiotic resistance. |

In particular, a method is disclosed that produces as-grown MWNTs with less than 5 wt % metal impurity atoms. Large classes of metallorganic precursors suitable for use in the process are also identified. |

THE FEDINVENT PATENT DETAILS PAGE
Each week, FedInvent analyzes newly granted patents and published patent applications whose origins lead back to funding by the US Federal Government. The FedInvent Patent Details page is a companion to the weekly FedInvents Patents Report.
This week's information is published in the FedInvent Patents report for Tuesday, July 27, 2010.
The FedInvent Weekly Patent Details Page contains a subset of patent information to provide a deeper dive into the week’s taxpayer-funded patents to help the reader better understand where a patent fits in the federal innovation ecosphere.
HOW IS THE INFORMATION ORGANIZED?
Patents are organized by the funding agency. Within each group, the patents are organized in numeric order. A patent funded by more than one agency will appear in the section of each of the agencies that funded the research and development that resulted in the invention. This approach gives the reader a complete view of the department or agency activity for the week.
WHAT INFORMATION WILL I FIND?
THE PANEL
There is a panel for each patent that contains the patent number and the title of the patent. When you click the panel, it opens to reveal the following information:
FUNDED BY
The agencies that funded the grants, contracts, or other research agreements that resulted in the patent. FedInvent includes as much information on the source of the funding as possible. The information is presented in a hierarchy going from the Federal Department down to the agencies, subagencies, and offices that funded the work. Here are two examples:
Department of Health and Human Services (HHS)
National Institutes of Health (NIH)
National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK)
Department of Defense (DOD)
Defense Advanced Research Projects Agency (DARPA)
Army Research Office (ARO)
We do our best to provide detailed information about the funding. In some cases, the patent only reports limited information on the origins of the funding. FedInvents presents what it can confirm. We add the patents without the information required by the Bayh-Dole Act to our list of patents worthy of further investigation.
APPLICANT(S) and ASSIGNEES
FedInvent includes both the Applicants and the Assignees because having both provides more information about where the inventive work was done and by what organizations. Many organizations — universities, corporations, and federal agencies — standardize the Assignee/Owner information by the time a patent is granted. In the case of federal patents, many of the patents use the agency headquarters information for patent assignment.
Showing just the headquarters address would make Washington, DC the epicenter of all taxpayer-funded research and development. Providing both the applicant information and the assignee information provides a more accurate picture of where important taxpayer funded innovation is happening in America. Here are two examples from two different patents:

ASSIGNEE: The United States of America as represented by the Secretary of the Army Washington, DC

INVENTOR(S)
The inventors appear in the same order as they appear on the patent. FedInvents presents the names in first name/last name order because they are easier to read than the last name/first name order of the names on the USPTO patent documents.

The date of the patent application including the day of the week.
APPL NO
This is the patent application serial number. If you’d like to learn more about how application serial numbers work you can go to the Lists Page.
ART UNIT
Patent data includes the Art Unit where a patent was examined. (The Art Unit isn’t available for published patent applications.) The Art Unit provides insight into what group of patent examiners prosecuted the patent application and the subject matter that the examiners work on. For example:

CURRENT CPC
Current CPC provides a list of the Cooperative Patent Classification symbols assigned to the patent. These are the CPC symbols assigned at the time the patent was granted.
The FedInvent Project is a patent classification maximalist endeavor or put another way, we believe that more you understand about patent classification the more you'll learn about the nature of the invention and the types of work that the federal government is funding.
The symbol presented in BOLD is the symbol identified as the "first" classification which is the most relevant classification on the patent. The date that follows the symbol is the date of the most recent revision to the art classed there.

The CPC symbols match the classifications found on the PDF version of the patent. Over time, the classifications on the full-text version of the patent change to reflect how USPTO organizes patent art to support its examiners. The two sets of CPCs don’t always match.
