ABSTRACT Tactile sensors are disclosed that mimic the human fingertip and its touch receptors. The mechanical components are similar to a fingertip, with a rigid core surrounded by a weakly conductive fluid contained within an elastomeric skin. The deformable properties of the finger pad can be used as part of a transduction process. Multiple electrodes can be mounted on the surface of the rigid core and connected to impedance measuring circuitry within the core. External forces deform the fluid path around the electrodes, resulting in a distributed pattern of impedance changes containing information about those forces and the objects that applied them. Strategies are described for extracting features related to the mechanical inputs and using this information for reflexive grip control. Controlling grip force in a prosthetic having sensory feedback information is described. Pressure transducers can provide sensory feedback by measuring micro-vibrations due to sliding friction.

ABSTRACT A projectile for safe standoff destruction of explosive devices. The projectile's casing encloses a chamber containing combustible material located opposite a roughened surface on the chamber. The combustible material is mounted so upon the projectile impacting the explosive device, the combustible material flies onto the roughened surface, heating the material by shear forces and igniting the material. This creates pressure bursting the chamber, injecting combustion gases into the explosive fill within the device, thereby igniting the fill locally at the impact, and along cracks in the fill. This arrangement prevents a coherent detonation wavefront from forming within the fill, and a slower burn of the fill, whereby a rifleman has little chance of receiving a concussive shock, or shrapnel, from the device.

ABSTRACT The present invention comprises the nitrogen alloying of stainless steel with a gaseous nitrogen compound such as nitrogen gas (N2), or ammonia (NH3) at high temperature wherein the reaction pressure is lowered. A base powder with properties similar to those of a martensitic stainless steel is prepared from a molten metal with the subsequent incorporation of selective additives such as cobalt, chromium, boron, copper, vanadium, niobium and mixtures thereof to improve high temperature resistance to scuffing and adhesive wear. The molten mixture is then atomized by water- or air-atomization to yield a base powder which is mixed with nitrogen or ammonia gas at various pressures in a static or fluidized bed to provide a nitrogen alloyed particulate, i.e., a nitrided particulate alloy. The powder is heated in a hot isostatic press under vacuum with argon gas at reduced pressure and later cooled to ambient temperature.

ABSTRACT In a process for fabricating large structures, a composite material panel is continuously pultruded in a pultrusion die assembly and cut transversely to the process direction to provide panel sections. The panel sections can be sufficiently long to extend from one end to an opposite end of the structure. The panel sections are assembled with a joint along adjacent edges using steel-to-composite and composite-to-composite joining technology. The joints can be integrated into the panel longitudinal edges, or separate joint assemblies can be fabricated. In this manner, fewer joints are required. A variety of in-plane and out-of-plane joint assemblies are provided.

ABSTRACT This invention comprises a lightweight, portable chemical combination of reagents for sterilizing or disinfecting objects in the absence of electrical power or fire. The chemical combination includes a chemical oxidant with the capacity to liberate a biocidal intermediate, a chemical reductant of the oxidant with the capacity to react with the oxidant, and an effector to induce a reaction between the oxidant and reductant. In one embodiment, the oxidant comprises chlorite, the reductant comprises sulfite, and the effector comprises ascorbate. In another embodiment, the chemical combination comprises the oxidant, reductant, effector and iron-activated magnesium. When water or water solutions are added to either embodiment, the chemical combination generates heat, steam and a biocidal intermediate that can destroy contaminating microorganisms. In one embodiment, the biocidal intermediate is a halogen-based biocidal intermediate, such as chlorine dioxide. In another embodiment, the biocidal intermediate is a halogen-free biocidal intermediate.

ABSTRACT A method of fabricating organic solar arrays for application in DC power supplies for electrostatic microelectromechanical systems (MEMS) devices. A solar array with 20 miniature cells (as small as 1 mm2) interconnected in series is fabricated and characterized. Photolithography is used to isolate individual cells and output contacts of the array, whereas the thermal-vacuum deposition is employed to make the series connections of the array. With 1 mm2 for single cell and a total device area of 2.2 cm2, the organic solar array based on bulk heterojunction structure of π-conjugated polymers and C60 derivative (6,6)-phenyl C61 butyric acid methyl ester produces an open-circuit voltage of 7.8 V and a short-circuit current of 55 μA under simulated air mass (AM) 1.5 illumination with an intensity of 132 mW/cm2. The present method can be used in the fabrication of microarrays as small as 0.01 mm2. This technology can be used to fabricate a power source that is light-weight and environmentally friendly for small electronic devices, with flexibility and cost-effectiveness.

ABSTRACT The invention demonstrates the synthesis of a new pyrazole-containing monomer by means of an easily implemented two-step process. This monomer can be electropolymerized to yield a stable n-doping polymer that may easily be electrochemically characterized. It is demonstrated that the electrochemical behavior of the polymer films produced is dependent upon the conditions applied during electrodeposition. Films deposited by cycling only at relatively positive potentials (0 to 2000 mV) show less intense n-doping responses than those films obtained by scanning the applied potential throughout a wider range (−2000 mV to 2000 mV).

Fluids containing toxic agents, such as chemical and/or biological agents, odors and/or odor causing compounds, and toxic industrial compounds, pass into the web and contact the reactive nanocrystalline particles contained therein. The reactive nanocrystalline particles react with, and chemically alter or inactivate the toxic agents. The sorptive sheet material may be used to construct containers, such as remains pouches, for the storing and transporting of contaminated items, particularly human remains.

In response to the gas generator expelling gas, the pistons may move the fins to a deployed position.

The humidity-sensitive cutoff fuse RFID tag can provide humidity information about numerous stored objects such as food, medicine, chemicals, batteries, explosives and munitions. Multiple humidity conductive bridge cutoff fuse RFID tag arrangements and methods for notifying the user when a predetermined storage humidity limit has been reached with a passive humidity-sensitive cutoff fuse RFID tag are provided. Since it does not require power to operate, the cutoff fuse is suitable for monitoring a long-term storage condition.

ABSTRACT Techniques for an analog-to-digital converter (ADC) using pipeline architecture includes a linearization technique for a spurious-free dynamic range (SFDR) over 80 deciBels. In some embodiments, sampling rates exceed a megahertz. According to a second approach, a switched-capacitor circuit is configured for correct operation in a high radiation environment. In one embodiment, the combination yields high fidelity ADC (>88 deciBel SFDR) while sampling at 5 megahertz sampling rates and consuming <60 milliWatts. Furthermore, even though it is manufactured in a commercial 0.25-μm CMOS technology (1 μm=12−6 meters), it maintains this performance in harsh radiation environments. Specifically, the stated performance is sustained through a highest tested 2 megarad(Si) total dose, and the ADC displays no latchup up to a highest tested linear energy transfer of 63 million electron Volts square centimeters per milligram at elevated temperature (131 degrees C.) and supply (2.7 Volts, versus 2.5 Volts nominal).

ABSTRACT A system comprising determination of tuning parameters enabling optimal estimation of unmeasured engine outputs, e.g., thrust. The level of degradation of engine performance is generally described by unmeasurable health parameters related to each major engine component. Accurate thrust reconstruction depends upon knowledge of these health parameters, but there are usually too few sensors to estimate their values. A set of tuning parameters is determined which accounts for degradation by representing the overall effect of the larger set of health parameters as closely as possible in a least squares sense. The method utilizes the singular value decomposition of a matrix to generate a tuning parameter vector of low enough dimension that it can be estimated by a Kalman filter. Generation of a tuning vector specifically takes into account the variables of interest. The tuning parameters facilitate matching of both measured and unmeasured engine outputs, as well as state variables.

ABSTRACT A method is provided for calculating a class-specific iterated subspace for a classification system utilized in a computing system. Training data in the specific class for the class-specific iterated subspace is collected. A linear orthogonal transform is applied transforming the data into at least one bin. Magnitude squared bins are calculated and used as columns of a matrix. Orthonormal vectors of this matrix are selected and a J function is calculated. The J function and orthonormal starting vectors are used to obtain the class-specific iterated subspace for each class. The method further applies these class-specific iterated subspaces in a classification system for determining the most likely class of a data signal of interest.

Preferably, the predetermined equilibration time is sufficiently long that the sample vapor in the sample chamber becomes substantially homogeneous with respect to both concentration and isotopic ratio. Vapor derived from a liquid calibration standard in this manner can be employed as an accurate gas-phase calibration reference.

ABSTRACT Methods and apparatus for rendering quantitative phase maps across and through transparent samples. A broadband source is employed in conjunction with an objective, Fourier optics, and a programmable two-dimensional phase modulator to obtain amplitude and phase information in an image plane. Methods, referred to as Fourier transform light scattering (FTLS), measure the angular scattering spectrum of the sample. FTLS combines optical microscopy and light scattering for studying inhomogeneous and dynamic media. FTLS relies on quantifying the optical phase and amplitude associated with a coherent image field and propagating it numerically to the scattering plane. Full angular information, limited only by the microscope objective, is obtained from extremely weak scatterers, such as a single micron-sized particle. A flow cytometer may employ FTLS sorting.

Keys can be looked up with only a logarithmic number of transfers, even for keys that have been recently inserted or deleted. Queries can be performed on ranges of key-value pairs, including recently inserted or deleted pairs, at a constant fraction of the bandwidth of the disk. The dictionary employs indirect logging for physical block logging.

The nanoparticles advantageously comprise organic alkyl chain capping groups and are stable in air and in nonpolar solvents. The methods of the invention provide a simple and reproducible procedure for forming transition metal oxide nanocrystals, with yields over 80%. The highly crystalline and monodisperse nanocrystals are obtained directly without further size selection; particle size can be easily and fractionally increased by the methods. The resulting nanoparticles can exhibit magnetic and/or optical properties. These properties result from the methods used to prepare them. Also advantageously, the nanoparticles of this invention are well suited for use in a variety of industrial applications, including cosmetic and pharmaceutical formulations and compositions.

ABSTRACT Tactile sensors are disclosed that mimic the human fingertip and its touch receptors. The mechanical components are similar to a fingertip, with a rigid core surrounded by a weakly conductive fluid contained within an elastomeric skin. The deformable properties of the finger pad can be used as part of a transduction process. Multiple electrodes can be mounted on the surface of the rigid core and connected to impedance measuring circuitry within the core. External forces deform the fluid path around the electrodes, resulting in a distributed pattern of impedance changes containing information about those forces and the objects that applied them. Strategies are described for extracting features related to the mechanical inputs and using this information for reflexive grip control. Controlling grip force in a prosthetic having sensory feedback information is described. Pressure transducers can provide sensory feedback by measuring micro-vibrations due to sliding friction.

ABSTRACT The present invention describes methods for preparing high quality nanoparticles, i.e., metal oxide based nanoparticles of uniform size and monodispersity. The nanoparticles advantageously comprise organic alkyl chain capping groups and are stable in air and in nonpolar solvents. The methods of the invention provide a simple and reproducible procedure for forming transition metal oxide nanocrystals, with yields over 80%. The highly crystalline and monodisperse nanocrystals are obtained directly without further size selection; particle size can be easily and fractionally increased by the methods. The resulting nanoparticles can exhibit magnetic and/or optical properties. These properties result from the methods used to prepare them. Also advantageously, the nanoparticles of this invention are well suited for use in a variety of industrial applications, including cosmetic and pharmaceutical formulations and compositions.

A broadband source is employed in conjunction with an objective, Fourier optics, and a programmable two-dimensional phase modulator to obtain amplitude and phase information in an image plane. Methods, referred to as Fourier transform light scattering (FTLS), measure the angular scattering spectrum of the sample. FTLS combines optical microscopy and light scattering for studying inhomogeneous and dynamic media. FTLS relies on quantifying the optical phase and amplitude associated with a coherent image field and propagating it numerically to the scattering plane. Full angular information, limited only by the microscope objective, is obtained from extremely weak scatterers, such as a single micron-sized particle. A flow cytometer may employ FTLS sorting.

ABSTRACT A battery system utilizes a plurality of transformers interconnected with the battery cells. The transformers each have at least one transformer core operable for magnetization in at least a first magnetic state with a magnetic flux in a first direction and a second magnetic state with a magnetic flux in a second direction. The transformer cores retain the first magnetic state and the second magnetic state without current flow through said plurality of transformers. Circuitry is utilized for switching a selected transformer core between the first and second magnetic states to sense voltage and/or balance particular cells or particular banks of cells.

ABSTRACT Techniques for an analog-to-digital converter (ADC) using pipeline architecture includes a linearization technique for a spurious-free dynamic range (SFDR) over 80 deciBels. In some embodiments, sampling rates exceed a megahertz. According to a second approach, a switched-capacitor circuit is configured for correct operation in a high radiation environment. In one embodiment, the combination yields high fidelity ADC (>88 deciBel SFDR) while sampling at 5 megahertz sampling rates and consuming <60 milliWatts. Furthermore, even though it is manufactured in a commercial 0.25-μm CMOS technology (1 μm=12−6 meters), it maintains this performance in harsh radiation environments. Specifically, the stated performance is sustained through a highest tested 2 megarad(Si) total dose, and the ADC displays no latchup up to a highest tested linear energy transfer of 63 million electron Volts square centimeters per milligram at elevated temperature (131 degrees C.) and supply (2.7 Volts, versus 2.5 Volts nominal).

ABSTRACT Pregnancy-associated glycoproteins (PAGs) are structurally related to the pepsins, thought to be restricted to the hoofed (ungulate) mammals and characterized by being expressed specifically in the outer epithelial cell layer (chorion/trophectoderm) of the placenta. By cloning expressed genes from ovine and bovine placental cDNA libraries, the inventors estimate that cattle, sheep, and most probably all ruminant Artiodactyla, possess possibly 100 or more PAG genes, many of which are placentally expressed. The PAGs are highly diverse in sequence, with regions of hypervariability confined largely to surface-exposed loops. Selected PAG that are products of the invasive binucleate cells, expressed highly in early pregnancy at the time of trophoblast invasion and expressed weakly, if at all, in late gestation are useful in the early diagnosis of pregnancy. In a preferred embodiment, the invention relates to immunoassays for detecting these PAGs.

The plasmid containing the dam gene is then transferred into the pathogens to cause increased expression of Dam resulting in the formation of a live attenuated bacterial vaccines. Alternative methods for producing the vaccine are also provided including altering or replacing the chromosomal promoter for the native dam gene so as to alter Dam expression or mutating or replacing the native dam gene so as to alter the expression of Dam in a pathogenic bacteria.

ABSTRACT In a process for fabricating large structures, a composite material panel is continuously pultruded in a pultrusion die assembly and cut transversely to the process direction to provide panel sections. The panel sections can be sufficiently long to extend from one end to an opposite end of the structure. The panel sections are assembled with a joint along adjacent edges using steel-to-composite and composite-to-composite joining technology. The joints can be integrated into the panel longitudinal edges, or separate joint assemblies can be fabricated. In this manner, fewer joints are required. THE FEDINVENT PATENT DETAILS PAGE

Each week, FedInvent analyzes newly granted patents and published patent applications whose origins lead back to funding by the US Federal Government. The FedInvent Patent Details page is a companion to the weekly FedInvents Patents Report.

This week's information is published in the FedInvent Patents report for Tuesday, May 22, 2012.

The FedInvent Weekly Patent Details Page contains a subset of patent information to provide a deeper dive into the week’s taxpayer-funded patents to help the reader better understand where a patent fits in the federal innovation ecosphere.

HOW IS THE INFORMATION ORGANIZED?

Patents are organized by the funding agency. Within each group, the patents are organized in numeric order. A patent funded by more than one agency will appear in the section of each of the agencies that funded the research and development that resulted in the invention. This approach gives the reader a complete view of the department or agency activity for the week.

WHAT INFORMATION WILL I FIND?

THE PANEL
There is a panel for each patent that contains the patent number and the title of the patent. When you click the panel, it opens to reveal the following information:

FUNDED BY
The agencies that funded the grants, contracts, or other research agreements that resulted in the patent. FedInvent includes as much information on the source of the funding as possible. The information is presented in a hierarchy going from the Federal Department down to the agencies, subagencies, and offices that funded the work. Here are two examples:

     National Institutes of Health (NIH)
         National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK)

Department of Defense (DOD)
     Defense Advanced Research Projects Agency (DARPA)
         Army Research Office (ARO)

We do our best to provide detailed information about the funding. In some cases, the patent only reports limited information on the origins of the funding. FedInvents presents what it can confirm. We add the patents without the information required by the Bayh-Dole Act to our list of patents worthy of further investigation.

APPLICANT(S) and ASSIGNEES
FedInvent includes both the Applicants and the Assignees because having both provides more information about where the inventive work was done and by what organizations. Many organizations — universities, corporations, and federal agencies — standardize the Assignee/Owner information by the time a patent is granted. In the case of federal patents, many of the patents use the agency headquarters information for patent assignment.

Showing just the headquarters address would make Washington, DC the epicenter of all taxpayer-funded research and development. Providing both the applicant information and the assignee information provides a more accurate picture of where important taxpayer funded innovation is happening in America. Here are two examples from two different patents:

The date of the patent application including the day of the week.

APPL NO

Patent data includes the Art Unit where a patent was examined. (The Art Unit isn’t available for published patent applications.) The Art Unit provides insight into what group of patent examiners prosecuted the patent application and the subject matter that the examiners work on. For example:

CURRENT CPC
Current CPC provides a list of the Cooperative Patent Classification symbols assigned to the patent. These are the CPC symbols assigned at the time the patent was granted.

The FedInvent Project is a patent classification maximalist endeavor or put another way, we believe that more you understand about patent classification the more you'll learn about the nature of the invention and the types of work that the federal government is funding.

The symbol presented in BOLD is the symbol identified as the "first" classification which is the most relevant classification on the patent. The date that follows the symbol is the date of the most recent revision to the art classed there.
