ABSTRACT | The present invention is based on the development of a dual promoter system (preferably a RNA pol I-pol II system) for the efficient intracellular synthesis of viral RNA. The resultant minimal plasmid-based system may be used to synthesize any RNA virus, preferably viruses with a negative single stranded RNA genome. The viral product of the system is produced when the plasmids of the system are introduced into a suitable host cell. One application of the system is production of attenuated, reassortant influenza viruses for use as antigens in vaccines. The reassortant viruses generated by cotransfection of plasmids may comprise genes encoding the surface glycoproteins hemagglutinin and neuraminidase from an influenza virus currently infecting the population and the internal genes from an attenuated influenza virus. An advantageous property of the present invention is its versatility; the system may be quickly and easily adapted to synthesize an attenuated version of any RNA virus. Attenuated or inactivated RNA viruses produced by the present invention may be administered to a patient in need of vaccination by any of several routes including intranasally or intramuscularly. |

ABSTRACT | In certain aspects, the preproghrelin gene, but not the ghrelin receptor (GHS-R1a) is required for normal integration of thermoregulation and sleep in mice. Particular aspects provide methods for modulation of thermoregulation and other ghrelin-mediated conditions (e.g., reduction of appetite or food intake, reduction of body weight or treatment of obesity, reduction of body temperature or induction of hypothermia, etc.), comprising administration of an inhibitor of ghrelin expression, and including, e.g., siRNA inhibition for treatment of obesity and for modulation of thermoregulation (e.g., induction of hypothermia in surgical settings benefiting from same). Additionally provided are methods for reducing body temperature or induction of hypothermia, comprising administration to a mammalian subject in need thereof an amount of an anti-obestatin antibody agent sufficient to reduce body temperature or induce hypothermia. Further methods comprise administration of a ghrelin peptide antagonist. |

ABSTRACT | Human diseases caused by dominant, gain-of-function mutations develop in heterozygotes bearing one mutant and one wild-type copy of a gene. Because the wild-type gene often performs important functions, whereas the mutant gene is toxic, any therapeutic strategy must selectively inhibit the mutant while retaining wild-type gene expression. The present invention includes methods of specifically inhibiting the expression of a mutant allele, while preserving the expression of a co-expressed wild-type allele using RNAi, a therapeutic strategy for treating genetic disorders associated with dominant, gain-of-function gene mutations. The invention also includes small interfering RNAs (siRNAs) and small hairpin RNAs (shRNAs) that selectively suppress mutant, but not wild-type, expression of copper zinc superoxide dismutase (SOD1), which causes inherited amyotrophic lateral sclerosis (ALS). The present invention further provides asymmetric siRNAs and shRNAs with enhanced efficacy and specificity and mediating RNAi. |

ABSTRACT | Identified herein are different forms of bitter receptor genes that occur in different humans. These alleles are generated by numerous coding single nucleotide polymorphisms (cSNP's) that occur within the members of the T2R gene family. Some SNP's cause amino acid substitutions, while others introduce chain termination codons, rendering the allele non-functional. Differences in these genes are believed to have a large effect on those individuals' sense of bitter taste, such that these individuals perceive the taste of bitter substances differently than the rest of the population. The ability to assay this allelic information is useful in the development of flavorings and flavor enhancers, as it can be used to define large groups and populations who perceive bitter tastes differently. This in turn allows the taste preferences of these groups to be addressed at the molecular level for the first time. |

ABSTRACT | A method for estimating the start time of an electronic pulse generated in response to a detected event, for example the start time for pulses received in response to photon detection in positron emission tomography, includes providing a detector that detects an external event and generates an electronic analog pulse signal. A composite reference pulse curve is calculated to represent analog pulse signals generated by the detector. Upon receiving an analog pulse signal, it may be filtered, and then digitized, and normalized based on the area of the digital signal. Using at least one point of the normalized digital pulse signal, the composite reference pulse curve shape is used to estimate the pulse start time. |

ABSTRACT | A first image data set of the real-world object is received at a processor where the real-world object was illuminated with substantially uniform illumination. A second image data set of the real-world object is received at the processor where the real-world object was illuminated with substantially structured illumination. A high pass filter is applied to the first-image data set to remove out-of-focus content and retrieve high-frequency in-focus content. The local contrast of the second-image data set is determined producing a low resolution local contrast data set. The local contrast provides a low resolution estimate of the in-focus content in the first-image data set. A low pass filter is applied to the estimated low resolution in-focus data set, thus making its frequency information complementary to the high-frequency in-focus data set. The low and high frequency in-focus data sets are combined to produce an optically-sectioned data set of the real-world object. |

ABSTRACT | A system and method for the in situ discrimination of healthy and diseased tissue. A fiberoptic based probe is employed to direct ultraviolet illumination onto a tissue specimen and to collect the fluorescent response radiation. The response radiation is observed at three selected wavelengths, one of which corresponds to an isosbestic point. In one example, the isosbestic point occurs at about 431 nm. The intensities of the observed signals are normalized using the 431 nm intensity. A score is determined using the ratios in a discriminant analysis. The tissue under examination is resected or not, based on the diagnosis of disease or health, according to the outcome of the discriminant analysis. |

ABSTRACT | A genome-scale metabolic network reconstruction for Clostridium acetobutylicum (ATCC 824) was created using a new semi-automated reverse engineering algorithm. This invention includes algorithms and software that can reconstruct genome-scale metabolic networks for cell-types available through the Kyoto Encyclopedia of Genes and Genomes. This method can also be used to complete partial metabolic networks and cell signaling networks where adequate starting information base is available. The software may use a semi-automated approach which uses a priori knowledge of the cell-type from the user. Upon completion, the program output is a genome-scale stoichiometric matrix capable of cell growth in silico. The invention also includes methods for developing flux constraints and reducing the number of possible solutions to an under-determined system by applying specific proton flux states and identifying numerically-determined sub-systems. Although the model-building and analysis tools described in this invention were initially applied to C. acetobutylicum, the novel algorithms and software can be applied universally. |

ABSTRACT | The invention concerns a method of making a thin film and/or particle having a grey scale code embedded in its physical structure by refractive index changes between different regions of the thin film or particle, as well as thin films and particles made by the method. In a preferred method for encoding a thin film, a semiconductor or insulator substrate is etched to form a thin film including pores. The etching conditions are controlled to vary porosity in the thin film according to a pattern that will generate an optical signature in the reflectivity spectrum in response to illumination such that the optical signature will including a grey scale code. The etching waveform is formed by the addition of at least two separate sine components in accordance with the following equations (1)An=(Anmax−Anmin)/2; (2) kn=frequency=1/period; (3) yn=An[sin(knt−Φ)+1]+Anmin (4) ycomp=[y1+ . . . +yn]/n wherein equation (1) defines the amplitude of sine component n, which results in the spectral peak height, or grey scale of a bit; Equation (2) defines the frequency of the each sine component, which results in the spectral position of a peak, or identification of a bit (1st bit, 2nd bit, etc. . . );. Equation (3) defines sine component n and Equation (4) defines the composite waveform used to drive the electrochemical etch. The film can be removed and diced into particles. |

ABSTRACT | A method of processing steel includes carburizing a martensitic stainless steel work piece to produce a carburized case by utilizing in combination, (i) a composition of the martensitic stainless steel work piece, (ii) a preselected carbon concentration in the carburized case, and (iii) a preselected grain size of the martensitic stainless steel work piece such that the carburized case predominately forms carbides of composition M6C, M2C, M23C6 or combinations thereof. The martensitic stainless steel work piece is then heated to substantially solution the metal carbides. The work piece is then quenched at a cooling rate that is sufficient to avoid substantial precipitation of any carbides during cool down to the martensite start temperature, then given a low temperature temper. In so doing, the carburized case hardened martensitic stainless steel will have balanced mechanical, tribological and corrosion resistance properties for high performance bearing and gear components. |

ABSTRACT | A system and method include forming an optical cavity by positioning a photonic crystal a predetermined distance from a substrate, and creating, within the cavity, a standing wave having a substantially flat wavefront. The standing wave may be created by applying an input wave to a first surface of the photonic crystal. The predetermined distance may be such that a peak intensity of the standing wave is proximate to or a calculated distance from the substrate surface. The peak intensity may vary in relation to the substrate surface. The method may include tuning the peak intensity location within the cavity by shifting the wavelength of the input wave or altering the characteristics of the photonic crystal by an external field. A second photonic crystal may be used on the other side of the substrate to replace the reflecting properties of the substrate, allowing for further smoothing of the wavefront. |

ABSTRACT | An infrared imaging system including a substrate, a plurality of hexagonal shaped micro-bolometer pixels combined to define a focal plane array. Each pixel is electrically connected to the substrate with a pair of opposing isolation legs. One end of the isolation leg is attached to the pixel's periphery while the other is fixed to that substrate so that the focal plane array and a plane containing the substrate have a parallel, spaced-apart relationship. In this manner, the isolation legs provides an electrical communication path from each pixel to the substrate as each pixel undergoes an internal change in resistance due to absorption of infrared energy. At the same time, the legs separate the pixels from the substrate so that there is no heat transfer between the pixel and the substrate due to direct contact. The hexagonal shape arrangement also allows for a staggered arrangement of adjacent rows in the array, thereby increasing the fill factor for the focal plane array of the device. The addition of stepped areas to the hexagonal pixel provides for improved energy absorption through increase in area and multiple coupling of resonant cavities between the pixel and the substrate. |

ABSTRACT | The hand-held inspection tool enhances the ability of an on-site inspector to detect and communicate the presence of contamination on an object or in an area. An on-site inspector directs an excitation light in the sensing head of the tool into an area of interest. If the targeted contamination is present, the excitation light causes the contamination to emit fluorescence. The emitted fluorescent light passes through a narrow spectral band-pass video camera filter and is detected by a video camera mounted in the tool sensing head. The video camera transmits the image to a display visible to the on-site inspector. The invention also includes a means of recording, documenting, and wirelessly communicating the inspection process so that remotely located personnel can view the inspection, and respond to the inspection findings in real time. |

ABSTRACT | An equalizer provided in a digital transmitter compensates for attenuation in a signal channel to a digital receiver. The equalizer generates signal levels as a logical function of bit history to emphasize transition signal levels relative to repeated signal levels. The preferred equalizer includes an FIR transition filter using a look-up table. Parallel circuits including FIR filters and digital-to-analog converters provide a high speed equalizer with lower speed circuitry. The equalizer is particularly suited to in-cabinet and local area network transmissions where feedback circuitry facilitates adaptive training of the equalizer. |

ABSTRACT | In response to a data request of a first of a plurality of processing units, the first processing unit selects a victim cache line to be castout from the lower level cache of the first processing unit and determines whether a mode is set. If not, the first processing unit issues on the interconnect fabric an LCO command identifying the victim cache line and indicating that a lower level cache is the intended destination. If the mode is set, the first processing unit issues a castout command with an alternative intended destination. In response to a coherence response to the LCO command indicating success of the LCO command, the first processing unit removes the victim cache line from its lower level cache, and the victim cache line is held elsewhere in the data processing system. The mode can be set to inhibit castouts to system memory, for example, for testing. |

ABSTRACT | Mechanisms are provided for providing hardware based dynamic load balancing of message passing interface (MPI) tasks by modifying tasks. Mechanisms for adjusting the balance of processing workloads of the processors executing tasks of an MPI job are provided so as to minimize wait periods for waiting for all of the processors to call a synchronization operation. Each processor has an associated hardware implemented MPI load balancing controller. The MPI load balancing controller maintains a history that provides a profile of the tasks with regard to their calls to synchronization operations. From this information, it can be determined which processors should have their processing loads lightened and which processors are able to handle additional processing loads without significantly negatively affecting the overall operation of the parallel execution system. Thus, operations may be performed to shift workloads from the slowest processor to one or more of the faster processors. |

ABSTRACT | A new method of producing liquid transportation fuels from coal and other hydrocarbons that significantly reduces carbon dioxide emissions by combining Fischer-Tropsch synthesis with catalytic dehydrogenation is claimed. Catalytic dehydrogenation (CDH) of the gaseous products (C1-C4) of Fischer-Tropsch synthesis (FTS) can produce large quantities of hydrogen while converting the carbon to multi-walled carbon nanotubes (MWCNT). Incorporation of CDH into a FTS-CDH plant converting coal to liquid fuels can eliminate all or most of the CO2 emissions from the water-gas shift (WGS) reaction that is currently used to elevate the H2 level of coal-derived syngas for FTS. Additionally, the FTS-CDH process saves large amounts of water used by the WGS reaction and produces a valuable by-product, MWCNT. |

ABSTRACT | Compact tunable optical cavities are provided for in-situ NIR spectroscopy. MEMS-tunable VCSEL platforms represents a solid foundation for a new class of compact, sensitive and fiber compatible sensors for fieldable, real-time, multiplexed gas detection systems. Detection limits for gases with NIR cross-sections such as O2, CH4, COx and NOx have been predicted to approximately span from 10ths to 10s of parts per million. Exemplary oxygen detection design and a process for 760 nm continuously tunable VCSELS is provided. This technology enables in-situ self-calibrating platforms with adaptive monitoring by exploiting Photonic FPGAs. |

ABSTRACT | A power transmission system includes a loosely coupled air core transformer having a resonance frequency determined by a product of inductance and capacitance of a primary circuit including a primary coil. A secondary circuit is configured to have a substantially same product of inductance and capacitance. A back EMF generating device (e.g., a battery), which generates a back EMF with power transfer, is attached to the secondary circuit. Once the load power of the back EMF generating device exceeds a certain threshold level, which depends on the system parameters, the power transfer can be achieved at higher transfer efficiency if performed at an operating frequency less than the resonance frequency, which can be from 50% to 95% of the resonance frequency. |

ABSTRACT | Liquid crystal waveguides for dynamically controlling the refraction of light. Generally, liquid crystal materials may be disposed within a waveguide in a cladding proximate or adjacent to a core layer of the waveguide. In one example, portions of the liquid crystal material can be induced to form refractive or lens shapes in the cladding that interact with a portion (e.g. evanescent) of light in the waveguide so as to permit electronic control of the refraction/bending, focusing, or defocusing of light as it travels through the waveguide. In one example, a waveguide may be formed using one or more patterned or shaped electrodes that induce formation of such refractive or lens shapes of liquid crystal material, or alternatively, an alignment layer may have one or more regions that define such refractive or lens shapes to induce formation of refractive or lens shapes of the liquid crystal material. In another example, such refractive or lens shapes of liquid crystal material may be formed by patterning or shaping a cladding to define a region or cavity to contain liquid crystal material in which the liquid crystal materials may interact with the evanescent light. |

ABSTRACT | One embodiment of the present invention provides a system that builds an association tensor (such as a matrix) to facilitate document and word-level processing operations. During operation, the system uses terms from a collection of documents to build an association tensor, which contains values representing pair-wise similarities between terms in the collection of documents. During this process, if a given value in the association tensor is calculated based on an insufficient number of samples, the system determines a corresponding value from a reference document collection, and then substitutes the corresponding value for the given value in the association tensor. After the association tensor is obtained, a dimensionality reduction method is applied to compute a low-dimensional vector space representation for the vocabulary terms. Document vectors are computed as linear combinations of term vectors. |

ABSTRACT | An object and attributes that describe that object are identified. The attributes are grouped into attribute patterns, and classification classes are identified. For each identified class a sketch table containing a plurality of parallel hash tables is created. For the object to be classified, each attribute pattern is processed using the all of the hash functions for each sketch table, resulting in a plurality of values under each sketch table for a single attribute pattern. The lowest value is selected for each sketch table. The distribution of values across all sketch tables is evaluated for each attribute pattern, producing a discriminatory power for each attribute pattern. Attribute patterns having a discriminatory power above a given threshold are selected and added to the associated sketch table values. The sketch table with the largest overall sum is identified, and the associated class is assigned to the object belonging to the attribute patterns. |

ABSTRACT | Gas desulfurization sorbents and methods using them for removal of sulfur from gas streams, particularly at high temperatures ranging from 500 to 1000° C. The sorbents and methods are of particular application to produce a sulfur-clean feed from reformate gas generated from readily available transportation fuels containing sulfur. Sorbents of the invention can reduce the sulfur concentration in reformate gas to parts per billion on volume basis (ppbv) levels over a large range of temperatures. Sorbent materials of this invention comprise a nickel phase dispersed on a particulate support or a monolith support. The support can be a high surface area support with surface area of 100 m2/g or higher. The invention also provides systems for desulfurizing reformate gas and systems for providing a desulfurized gas to a fuel cell, particularly a solid oxide fuel cell. |

How To Use This Page
THE FEDINVENT PATENT DETAILS PAGE
Each week, FedInvent analyzes newly granted patents and published patent applications whose origins lead back to funding by the US Federal Government. The FedInvent Patent Details page is a companion to the weekly FedInvents Patents Report.
This week's information is published in the FedInvent Patents report for Tuesday, November 13, 2012.
The FedInvent Weekly Patent Details Page contains a subset of patent information to provide a deeper dive into the week’s taxpayer-funded patents to help the reader better understand where a patent fits in the federal innovation ecosphere.
HOW IS THE INFORMATION ORGANIZED?
Patents are organized by the funding agency. Within each group, the patents are organized in numeric order. A patent funded by more than one agency will appear in the section of each of the agencies that funded the research and development that resulted in the invention. This approach gives the reader a complete view of the department or agency activity for the week.
WHAT INFORMATION WILL I FIND?
THE PANEL
There is a panel for each patent that contains the patent number and the title of the patent. When you click the panel, it opens to reveal the following information:
FUNDED BY
The agencies that funded the grants, contracts, or other research agreements that resulted in the patent. FedInvent includes as much information on the source of the funding as possible. The information is presented in a hierarchy going from the Federal Department down to the agencies, subagencies, and offices that funded the work. Here are two examples:
Department of Health and Human Services (HHS)
National Institutes of Health (NIH)
National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK)
Department of Defense (DOD)
Defense Advanced Research Projects Agency (DARPA)
Army Research Office (ARO)
We do our best to provide detailed information about the funding. In some cases, the patent only reports limited information on the origins of the funding. FedInvents presents what it can confirm. We add the patents without the information required by the Bayh-Dole Act to our list of patents worthy of further investigation.
APPLICANT(S) and ASSIGNEES
FedInvent includes both the Applicants and the Assignees because having both provides more information about where the inventive work was done and by what organizations. Many organizations — universities, corporations, and federal agencies — standardize the Assignee/Owner information by the time a patent is granted. In the case of federal patents, many of the patents use the agency headquarters information for patent assignment.
Showing just the headquarters address would make Washington, DC the epicenter of all taxpayer-funded research and development. Providing both the applicant information and the assignee information provides a more accurate picture of where important taxpayer funded innovation is happening in America. Here are two examples from two different patents:
APPLICANT: U.S. Army Research Laboratory, Adelphi, MD
ASSIGNEE: The United States of America as represented by the Secretary of the Army Washington, DC
APPLICANT: Optech Ventures, LLC (Torrance, California)
ASSIGNEE(S): The Regents of the University of California (Oakland, California); Optech Ventures, LLC (Torrance, California)
INVENTOR(S)
The inventors appear in the same order as they appear on the patent. FedInvents presents the names in first name/last name order because they are easier to read than the last name/first name order of the names on the USPTO patent documents.
ABSTRACT
The abstract as it appears on the patent.
FILED
The date of the patent application including the day of the week.
APPL NO
This is the patent application serial number. If you’d like to learn more about how application serial numbers work you can go to the Lists Page.
ART UNIT
Patent data includes the Art Unit where a patent was examined. (The Art Unit isn’t available for published patent applications.) The Art Unit provides insight into what group of patent examiners prosecuted the patent application and the subject matter that the examiners work on. For example:
3793 — Medical Instruments, Diagnostic Equipment, and Treatment Devices
You can learn more about ART UNITS on the FedInvent Patents Weekly panel called About Tech Center or you can find information on the FedInvent Lists Page.
CURRENT CPC
Current CPC provides a list of the Cooperative Patent Classification symbols assigned to the patent. These are the CPC symbols assigned at the time the patent was granted.
The FedInvent Project is a patent classification maximalist endeavor or put another way, we believe that more you understand about patent classification the more you'll learn about the nature of the invention and the types of work that the federal government is funding.
The symbol presented in BOLD is the symbol identified as the "first" classification which is the most relevant classification on the patent. The date that follows the symbol is the date of the most recent revision to the art classed there.
- A61B 1/149 (20130101)
- A61B 1/71 (20130101)
- A61B 1/105 (20130101)
The CPC symbols match the classifications found on the PDF version of the patent. Over time, the classifications on the full-text version of the patent change to reflect how USPTO organizes patent art to support its examiners. The two sets of CPCs don’t always match.
VIEW PATENT
As of June 2021, we include two ways to view a patent at USPTO. FedInvent provides a link to the Full-Text Version of the patent and a link to the PDF version of the patent.
