This fabrication sequence enables the in situ synthesis of carbon nanotubes at the site of nanopores, whereby one or more nanotubes articulate one or more nanopores without requiring manual positioning of the nanotubes. |

ABSTRACT | The present invention provides novel methods for treating and preventing coronary artery disease in HIV-1-infected individuals by interfering with Nef-mediated effect on ABCA1. The invention further provides novel methods for suppressing HIV infection by stimulating cholesterol efflux from cells by stimulating expression of ABCA1 in HIV-1-infected individuals. These methods take advantage of the finding that Nef, a regulatory protein of HIV-1, (1) diminishes expression of ATP-binding cassette transporter A1 (ABCA1), the main transporter of cholesterol from cells to extracellular acceptors; and (2) impairs cholesterol efflux from HIV-1-infected macrophages leading to cholesterol accumulation and formation of foam cells, which is a characteristic feature of atherosclerosis. |

A droplet is positioned between the top and bottom surfaces and at least one of the magnetic fields is selectively altered. |

ABSTRACT | Nucleic acid vectors encoding light-gated cation-selective membrane channels, in particular channelrhodopsin-2 (Chop2), converted inner retinal neurons to photosensitive cells in photoreceptor-degenerated retina in an animal model. Such treatment restored visual perception and various aspects of vision. A method of restoring light sensitivity to a retina of a subject suffering from vision loss due to photoreceptor degeneration, as in retinitis pigmentosa or macular degeneration, is provided. The method comprises delivering to the subject by intravitreal or subretinal injection, the above nucleic acid vector which comprises an open reading frame encoding a rhodopsin, to which is operatively linked a promoter and transcriptional regulatory sequences, so that the nucleic acid is expressed in inner retinal neurons. These cells, normally light-insensitive, are converted to a light-sensitive state and transmit visual information to the brain, compensating for the loss, and leading to restoration of various visual capabilities. |

ABSTRACT | A method for fabrication of capacitive environment sensors is provided in which the sensor elements are integrated in a CMOS structure with electronics through the use of complementary metal oxide semiconductor (CMOS) fabrication methods. Also provided are environment sensors fabricated, for example, by the method, and a measurement system using the environment sensors fabricated by the method. The described method includes etching away one of the metal layers in a CMOS chip to create a cavity. This cavity is then filled with an environment-sensitive dielectric material to form a sensing capacitor between plates formed by the metal adhesion layers or an array of contacts from other metal layers of the CMOS structure. This approach provides improved sensing capabilities in a system that is easily manufactured. |

ABSTRACT | An image reconstruction method applicable to a number of different imaging modalities including magnetic resonance imaging (MRI), x-ray computed tomography (CT), positron emission tomography (PET), and single photon emission computed tomography (SPECT) is disclosed. A sparsifying image is reconstructed from a series of acquired undersampled data to provide a priori knowledge of a subject being imaged. An iterative reconstruction process is further employed to iteratively determine a correction image for a given image frame that, when subtracted from the sparsifying image, produces a quality image for the image frame. |

The method further includes employing the transformed MR data and transformed cross-correlation matrix in a linear system to produce a set of density-compensated transformed MR data, which may transformed into density compensated MR data by application of an inverse DFT. The density compensated MR data may be reconstructed by a variety of techniques to produce density compensated images. |

This technique combines a 15 minute auditory-based test of attention with simultaneous EEG monitoring by a wireless, portable data acquisition device. This system acquires both behavioral response (i.e., reaction times to target stimuli, as well as errors of omission/commission) and EEG waveforms. All of the data is simultaneously processed by the algorithms to produce several representative indices. These indices are then combined to produce an overall neuro-behavioral index that represents the degree by which both “behavioral” and “EEG” attention is maintained throughout the test. |

The invention also provides a method for forming an acoustically transparent low permeability encapsulant about an acoustic device. The treated nanoparticles are then mixed in a polymer resin in such a way as to form an intercalated mixture. A curing agent is added to the mixture, and the mixture is allowed to set. When set the resulting intercalated mixture produces an acoustically clear, low permeability polymer coating. |

In some embodiments, devices for sensing nitric oxide (NO) species in a NO-containing fluid are provided which comprise a semiconductor structure that includes a pair of separated GaN layers and an AlGaN layer interposed between and in contact with the GaN layers. Source and drain contact regions are formed on one of the GaN layers, and an exposed GaN gate region is formed between the source and drain contact regions for contact with the NO-containing fluid. The semiconductor structure most preferably is formed on a suitable substrate (e.g., SiC). An insulating layer may be provided so as to cover the semiconductor structure. The insulating layer will have a window formed therein so as to maintain exposure of the GaN gate region and thereby allow the gate region to contact the NO-containing fluid. Electrical contact pads are preferably provided in some embodiments so as to be in electrical contact with the source and drain contact regions, respectively. Electrical leads may thus be connected to the contact pads. According to other embodiments, the NO detection device will include a metalloporphyrin adsorbed on the GaN gate region. |

While a voltage comparable to previous microcavity plasma devices is still imposed across the microcavity plasma devices, control of the devices can be accomplished at high speeds and with a small voltage, e.g., about 5V to 30V in preferred embodiments. |

A receiver of the radar system can produce an IF signal by mixing a received signal with a local oscillator. The receiver can also mix the local oscillator with a transmit signal provided directly by the transmitter to the receiver to produce a control signal. Using the control signal to generate a nulling signal, the receiver can maintain or substantially maintain phase coherence between the nulling signal and the transmit signal. As a result, in certain embodiments, more precise nulling can occur, resulting in greater receiver sensitivity. Improved receiver sensitivity can provide a greater maximum detectable range and/or improved target detection. |

The determination is made by aggregating traffic from a given traffic matrix. The optical bypass circuit transports traffic that originates at the node plus transient traffic that the node receives from other nodes. ABSTRACT | A method and apparatus use a photonic-crystal fiber having a very large core while maintaining a single transverse mode. In some fiber lasers and amplifiers having large cores problems exist related to energy being generated at multiple-modes (i.e., polygamy), and of mode hopping (i.e., promiscuity) due to limited control of energy levels and fluctuations. The problems of multiple-modes and mode hopping result from the use of large-diameter waveguides, and are addressed by the invention. This is especially true in lasers using large amounts of energy (i.e., lasers in the one-megawatt or more range). By using multiple small waveguides in parallel, large amounts of energy can be passed through a laser, but with better control such that the aforementioned problems can be reduced. An additional advantage is that the polarization of the light can be maintained better than by using a single fiber core. |

Each of the cells can communicate electronically with adjacent cells in the array, can compute, and can generate either normal thrust or shear thrust. Distributed computing is employed. The programmable surface may cover all or part of the exterior of a craft, such as an aircraft or marine vessel. Or, instead, the programmable surface may comprise the craft itself, which may, for example, take the form of a “flying carpet” or “flying sphere”. The thrust generated by the programmable surface can be employed directly to provide lift. Or it can be used to control the orientation of the craft, by varying the relative amount of thrust outputted by the respective cells. The number of cells employed may be changed on a mission-by-mission basis, to achieve “span on demand”. Each cell may carry its own payload. |

Payroll taxes and appropriate adjustment entitlement values are automatically calculated and the program determines, appropriate price adjustments. Pivot tables are used to summarize and visualize the adjustments and helpful tips are provided on worksheets for ease of understanding and confirming allowability, allocability and accuracy of the request for price adjustment. |

The threshold may be generated from a noise subset of the data stream based on certain characteristics of observed data. The determination of the threshold may be adaptive to maintain a user prescribed probability of error. A decision state machine may be used to control the manner in which noise characteristics are used to guide the hypothesis testing, increase the detection rate, and reduce the probability of error. The decision state machine evaluates the decision stream to determine falsely classified data samples and reclassify such items appropriately. The decision state machine may filter the decision stream to ensure that a lower decision error rate is achieved. |

ABSTRACT | A hardware-facilitated secure software execution environment provides protection of both program instructions and data against unauthorized access and/or execution to maintain confidentiality and integrity of the software or the data during distribution, in external memories, and during execution. The secure computing environment is achieved by using a hardware-based security method and apparatus to provide protection against software privacy and tampering. A Harvard architecture CPU core is instantiated on the same silicon chip along with encryption management unit (EMU) circuitry and secure key management unit (SKU) circuitry. Credential information acquired from one or more sources is combined by the SKU circuitry to generate one or more security keys provided to the EMU for use in decrypting encrypted program instructions and/or data that is obtained from a non-secure, off-chip source such as an external RAM, an information storage device or other network source. In a non-limiting illustrative example implementation, the EMU decrypts a single memory page of encrypted instructions or data per a corresponding encryption key provided by the SKU. Although instantiated on the same chip, the CPU core does not have direct access to the SKU circuitry or to encryption key information generated by the SKU. |

In one embodiment, information symbols in communication data blocks are encoded utilizing Reed Solomon (RS) forward error correction (FEC) coding and transmitted with either M-ary phase shift keying (MPSK) or M-ary quadrature amplitude modulation (MQAM). Using standard Reed Solomon (RS) hard decision decoding, a receiver either correctly decodes the received block or returns a decoding failure. In the event of a decoding failure, soft decision reliability information is used to identify received code symbols with a low probability of being correctly received and to generate new code symbol estimates that are used in the traditional Reed Solomon decoding algorithm. |

ABSTRACT | The disclosure provides a pulse jet mixing vessel for mixing a plurality of solid particles. The pulse jet mixing vessel is comprised of a sludge basin, a flow surface surrounding the sludge basin, and a downcoming flow annulus between the flow surface and an inner shroud. The pulse jet mixing vessel is additionally comprised of an upper vessel pressurization volume in fluid communication with the downcoming flow annulus, and an inner shroud surge volume separated from the downcoming flow annulus by the inner shroud. When the solid particles are resting on the sludge basin and a fluid such as water is atop the particles and extending into the downcoming flow annulus and the inner shroud surge volume, mixing occurs by pressurization of the upper vessel pressurization volume, generating an inward radial flow over the flow surface and an upwash jet at the center of the sludge basin. |

The MgCO3 is partially regenerated through direct contact with steam, which acts to heat the magnesium carbonate to a higher temperature, provide heat duty required to decompose the magnesium carbonate to yield MgO and CO2, provide an H2O environment over the magnesium carbonate thereby shifting the equilibrium and increasing the potential for CO2 desorption, and supply H2O for rehydroxylation of a portion of the MgO. The mixture is polished in the absence of CO2 using water product H2O produced during the CO2 absorption to maintain sorbent capture capacity. The sorbent now comprised substantially of Mg(OH)2 is then available for further CO2 absorption duty in a cyclic process. |

ABSTRACT | Medical reports are converted to document vectors in computing apparatus and sampled by applying a maximum variation sampling function including a fitness function to the document vectors to reduce a number of medical records being processed and to increase the diversity of the medical records being processed. Linguistic phrases are extracted from the medical records and converted to s-grams. A Haar wavelet function is applied to the s-grams over the preselected time interval; and the coefficient results of the Haar wavelet function are examined for patterns representing the likelihood of health abnormalities. This confirms certain s-grams as precursors of the health abnormality and a parameter can be calculated in relation to the occurrence of such a health abnormality. |

In certain embodiments, the methods are useful for the C—H insertion of nitrenes generated and stabilized by a β-diketiminato metal catalyst. In certain embodiments, said nitrenes are generated from organoazides, or by oxidation of the corresponding amine. Another aspect of the present invention relates to olefin aziridination using said β-diketiminato metal catalysts. In addition, the methods of the present invention include stereoselective C—H bond aminations and olefin aziridinatons. In certain embodiments, the methods are conducted in an aerobic environment. In certain embodiments, the present invention relates to the use of O2 as an oxidant, wherein water is the byproduct of oxidation; this fact avoids the generation of toxic byproducts and renders the methods atom economical. |

Also disclosed is a mutant allele of soybean designated SG-ULRFO which results in an ultra-low raffinose and stachyose phenotype. The present invention also relates to a soybean seed, a soybean plant and parts of a soybean plant and a soybean hybrid which comprises the mutant allele. Also disclosed are ultra-low raffinose and stachyose soybean seeds having unexpectedly increased germination rates when compared with soybean lines not having a low raffinose and stachyose seed content. Also disclosed are mutant RS3 and RS4 genes with polymorphisms which contribute to the ultra-low raffinose and stachyose phenotype as described in the present invention. The present invention also relates for method of using the soybean seeds and plants of the present invention, to plants parts derived from the present invention, to methods of producing transgenic plants using the plants and seeds of the present invention. |

THE FEDINVENT PATENT DETAILS PAGE
Each week, FedInvent analyzes newly granted patents and published patent applications whose origins lead back to funding by the US Federal Government. The FedInvent Patent Details page is a companion to the weekly FedInvents Patents Report.
This week's information is published in the FedInvent Patents report for Tuesday, June 25, 2013.
The FedInvent Weekly Patent Details Page contains a subset of patent information to provide a deeper dive into the week’s taxpayer-funded patents to help the reader better understand where a patent fits in the federal innovation ecosphere.
HOW IS THE INFORMATION ORGANIZED?
Patents are organized by the funding agency. Within each group, the patents are organized in numeric order. A patent funded by more than one agency will appear in the section of each of the agencies that funded the research and development that resulted in the invention. This approach gives the reader a complete view of the department or agency activity for the week.
WHAT INFORMATION WILL I FIND?
THE PANEL
There is a panel for each patent that contains the patent number and the title of the patent. When you click the panel, it opens to reveal the following information:
FUNDED BY
The agencies that funded the grants, contracts, or other research agreements that resulted in the patent. FedInvent includes as much information on the source of the funding as possible. The information is presented in a hierarchy going from the Federal Department down to the agencies, subagencies, and offices that funded the work. Here are two examples:
Department of Health and Human Services (HHS)
National Institutes of Health (NIH)
National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK)
Department of Defense (DOD)
Defense Advanced Research Projects Agency (DARPA)
Army Research Office (ARO)
We do our best to provide detailed information about the funding. In some cases, the patent only reports limited information on the origins of the funding. FedInvents presents what it can confirm. We add the patents without the information required by the Bayh-Dole Act to our list of patents worthy of further investigation.
APPLICANT(S) and ASSIGNEES
FedInvent includes both the Applicants and the Assignees because having both provides more information about where the inventive work was done and by what organizations. Many organizations — universities, corporations, and federal agencies — standardize the Assignee/Owner information by the time a patent is granted. In the case of federal patents, many of the patents use the agency headquarters information for patent assignment.
Showing just the headquarters address would make Washington, DC the epicenter of all taxpayer-funded research and development. Providing both the applicant information and the assignee information provides a more accurate picture of where important taxpayer funded innovation is happening in America. Here are two examples from two different patents:

The inventors appear in the same order as they appear on the patent. FedInvents presents the names in first name/last name order because they are easier to read than the last name/first name order of the names on the USPTO patent documents.

The date of the patent application including the day of the week.
APPL NO
This is the patent application serial number. If you’d like to learn more about how application serial numbers work you can go to the Lists Page.
ART UNIT
Patent data includes the Art Unit where a patent was examined. (The Art Unit isn’t available for published patent applications.) The Art Unit provides insight into what group of patent examiners prosecuted the patent application and the subject matter that the examiners work on. For example:

CURRENT CPC
Current CPC provides a list of the Cooperative Patent Classification symbols assigned to the patent. These are the CPC symbols assigned at the time the patent was granted.
The FedInvent Project is a patent classification maximalist endeavor or put another way, we believe that more you understand about patent classification the more you'll learn about the nature of the invention and the types of work that the federal government is funding.
The symbol presented in BOLD is the symbol identified as the "first" classification which is the most relevant classification on the patent. The date that follows the symbol is the date of the most recent revision to the art classed there.

The CPC symbols match the classifications found on the PDF version of the patent. Over time, the classifications on the full-text version of the patent change to reflect how USPTO organizes patent art to support its examiners. The two sets of CPCs don’t always match.
