ABSTRACT | A turbo machine is provided that includes a turbine nozzle having a wall. The wall provides spaced apart first and second surfaces. A combustor includes a liner having an annular lip that engages one of the first and second surfaces. A floating ring seal is supported by the liner in a slip-fit relationship, for example, using a retainer. The floating ring seal engages the other of the first and second surfaces. The floating ring seal is slidably moveable relative to the liner in a floating direction in response to movement of the liner in a radial direction. |

ABSTRACT | A diamond-reinforced SiC ceramic composite material and shaped article. The addition of diamond to the microstructure greatly enhances properties such as hardness and Young's modulus. Such a composite material has considerable promise as an armor material. In particular, significant increases in ballistic performance can be achieved versus a non-diamond-containing composite, particularly versus the M993 threat. Reaction bonded silicon carbide (RBSC) ceramics with 7% diamond were shown to offer ballistic performance levels that matched the best commercial ceramics tested on the program. |

ABSTRACT | A micro-channel heat exchanger suited for use in large-area cold plates includes a heat transfer member having winding micro-channels, a manifold, and a cover plate. The micro-channels' winding design is defined by a nonlinear flow axis that may include a plurality of short pitch and small amplitude undulations, which cause the flow to change directions, as well as two or more large amplitude bends that cause the flow to reverse direction. In low flow per unit area applications, the winding micro-channels allow a user to customize the pressure drop to promote good flow distribution, to achieve improved heat transfer uniformity, and to enable the pressure drop to remain above the bubble point of the heat transfer structure to prevent gas blockage. The winding micro-channels also improve the heat transfer coefficient. |

ABSTRACT | The present invented mechanism comprises more than two (legs) with phase difference (like polygon-shape, ellipse-shape, and etc) between their rotation angles to produce pre-loading for improved adhesion. Two rigid plates covered with adhesives are attached to each phase difference wheel. Each plate connects to the wheels via a hinge embodying a torsional spring, which forces the plate back to its original position after each contact with surface. The phase difference wheels are made of elastic materials for application of controlled pre-loads at contact surfaces during locomotion. The difference between height and width of each wheel as well as the elastic properties of the materials determine the pre-load pressure applied during locomotion. The pre-load pressure is not strongly dependent on the orientation of locomotion. This enables locomotion in vertical, inclined and even upside-down orientation and also in the non-gravity environment. |

ABSTRACT | This invention describes a unique of class of nano-scale materials for use as protective coatings or barriers against heat as well as material loss due to processes such as corrosion, ablation, erosion, or oxidation. These nano-scale laminated materials are also useful as free-standing components and as substrates, especially for high temperature oxidation-resistant applications. The novel materials of this invention are known as interface-defined nano-laminates (IDnLs), and are fabricated by a new method from ceramic, metallic, and other powders. The laminate layer thickness in an IDnL is smaller than that of ordinary laminates but greater than that of superlattices. Interface-defined nano-laminates are fundamentally different from ordinary laminates in that their properties are defined by interfaces, and not by the properties of the bulk materials comprising individual layers. |

Also provided are method for treating or preventing cancer in a subject by administering a therapeutically effective amount of a heteroaryl-containing isoflavone, or a pharmaceutically acceptable salt or prodrug thereof, to a subject in need of treatment. Also provided is a method for the synthesis of 2-substituted isoflavones by first reacting deoxybenzoins with a phase transfer catalyst to provide a 2-(alkylthio)isoflavone; second deprotecting the 2-(alkylthio)isoflavone; and third applying selective debenzylation to form the final compound. |

ABSTRACT | A chip package is described. This chip package includes a stack of semiconductor dies or chips that are offset from each other, thereby defining a terrace with exposed pads. A high-bandwidth ramp component, which is positioned approximately parallel to the terrace, electrically couples to the exposed pads. For example, the ramp component may be electrically coupled to the semiconductor dies using: microsprings, an anisotropic film, and/or solder. Consequently, the electrical contacts may have a conductive, a capacitive or, in general, a complex impedance. Furthermore, the chips and/or the ramp component may be positioned relative to each other using a ball-and-pit alignment technique. By removing the need for costly and area-consuming through-silicon vias (TSVs) in the semiconductor dies, the chip package facilitates chips to be stacked in a manner that provides high bandwidth and low cost. |

ABSTRACT | A method and system that prevents engagement with neutral aircraft utilizes secondary surveillance radar (SSR) in conjunction with traffic alert collision avoidance systems (TCAS) conventionally found on various commercial aircraft. The system and method provide for detecting interrogating signals sent out by a TCAS system of an interrogating aircraft searching for another aircraft that may pose a threat for collision. The system and method of the invention provide for a base system generating signals responsive to the interrogation signals such that there is a decreasing time difference between the interrogating signals and the responsive signals. The decreasing time difference indicates to the interrogating aircraft that another aircraft is approaching its airspace urging the neutral aircraft to change course and avoid entering a guarded tactical airspace thus avoiding unnecessary engagement of the aircraft. |

ABSTRACT | Methods and systems of representation and manipulation of surfaces with perceptual geometric features, using a computer graphics rendering system, include executing algorithmic instructions to compute a plurality of vertices, edges and surfaces in a mesh for the purpose of defining representations of surfaces on grids. Normals and distances are determined for triangular surfaces to be considered. Additionally, height fields of a function are defined. A set of feature curves and a set of feature points are determined, based on the defined function. Infinitesimal movements along the representations of the surfaces are determined, along with determinations of properties of representations of continuous surfaces. Additional determinations of perceptual geometric features include determinations such as zero crossings, parabolic curves, flecnodes, ruffles, gutterpoints, conical points and biflecnodes in a given mesh. After these determinations are made, visual representations are rendered which capture perceptually important features for smoothly varying shapes. |

Given the resulting matte, standard alpha blending composites the virtual scene with the video feed to create the illusion that both worlds coexist. |

ABSTRACT | Instruction fetch unit (IFU) verification is improved by dynamically monitoring the current state of the IFU model and detecting any predetermined states of interest. The instruction address sequence is automatically modified to force a selected address to be fetched next by the IFU model. The instruction address sequence may be modified by inserting one or more new instruction addresses, or by jumping to a non-sequential address in the instruction address sequence. In exemplary implementations, the selected address is a corresponding address for an existing instruction already loaded in the IFU cache, or differs only in a specific field from such an address. The instruction address control is preferably accomplished without violating any rules of the processor architecture by sending a flush signal to the IFU model and overwriting an address register corresponding to a next address to be fetched. |

One or more memory locations are wiped if the one or more memory locations do not hold at least a portion of the IVT and/or the interrupt vector functions. |

Another composition for similar use contains a plurality of polynucleotides immobilized on a substrate, which probes hybridize to three or more gene expression products from genes in the gene expression profile. The miRNAs or siRNAs guide cleavage of the transcript and set the register for production of siRNAs (usually 21 nucleotides in length) encoded adjacent to the initiation cleavage site within the construct. The method results in specific formation of siRNAs of predictable size and register (phase) relative to the initiation cleavage site. The method can be used to produce specific siRNAs in vivo for inactivation or suppression of one or more target genes or other entities, such as pathogens. |

ABSTRACT | Fluorescent cyanine and squaraine dyes are described that can be conjugated to analyte molecules of interest such as peptides, proteins, nucleic acids, RNA, DNA, carbohydrates, polymers and small molecules via a sulfonyl or sulfonamide substituent. The new dyes are made via a novel cyanine dye activation procedure that converts the normally stable, water solubilizing sulfonate substituents into a reactive sulfonyl halides. The sulfonyl halides may be directly conjugated to analytes or can be further converted to more stable reactive sulfonamide handles or to water soluble sulfonamides. The general structure of the new dyes is given below where the central linker is an unsaturated carbon chain or an unsaturated chain containing a squaraine moiety. |

Also described are steps for subsequently recovering further liquid fractions of liquefied bio-oil constituents. Particular compositions of bio-oil condensation products are also described. |

ABSTRACT | A method includes receiving at least one measurement of a dissolved carbon dioxide concentration of a mixture of fluid containing an autotrophic organism. The method also includes determining an adjustment to one or more manipulated variables using the at least one measurement. The method further includes generating one or more signals to modify the one or more manipulated variables based on the determined adjustment. The one or more manipulated variables could include a carbon dioxide flow rate, an air flow rate, a water temperature, and an agitation level for the mixture. At least one model relates the dissolved carbon dioxide concentration to one or more manipulated variables, and the adjustment could be determined by using the at least one model to drive the dissolved carbon dioxide concentration to at least one target that optimize a goal function. The goal function could be to optimize biomass growth rate, nutrient removal and/or lipid production. |

In one exemplary embodiment, a controller monitors electrical characteristics of an electrical power distribution system and provides an output to a bi-directional charger causing the charger to charge or discharge an energy storage device (e.g., a battery in a plug-in hybrid electric vehicle (PHEV)). The controller can help stabilize the electrical power distribution system by increasing the charging rate when there is excess power in the electrical power distribution system (e.g., when the frequency of an AC power grid exceeds an average value), or by discharging power from the energy storage device to stabilize the grid when there is a shortage of power in the electrical power distribution system (e.g., when the frequency of an AC power grid is below an average value). |

ABSTRACT | A method is provided of fabricating a composite incorporating fillers. The method includes the steps of depositing the fillers in a matrix material either in a rapid prototyping device or prior to inserting the matrix material into a mold. The mold is positioned at a desired location with respect to an electrical field such that at least a portion of the fillers in the matrix material align in a first direction in response thereto. For producing a heterogeneous composite through a rapid prototyping process, the electrodes are positioned at a desired orientation to align the fillers. Thereafter, at least a portion of the matrix material is cured with desirable filler orientation. The procedure is repeated with the desired filler orientation and distribution being introduced layer by layer within the composite. |

ABSTRACT | A method to generate siRNAs in vivo is described, as are constructs and compositions useful in the method. The method does not depend on the use of DNA or synthetic constructs that contain inverted duplications or dual promoters so as to form perfect or largely double -stranded RNA. Rather, the method depends on constructs that yield single-stranded RNA transcripts, and exploits endogenous or in vivo-produced miRNAs or siRNAs to initiate production of siRNAs. The miRNAs or siRNAs guide cleavage of the transcript and set the register for production of siRNAs (usually 21 nucleotides in length) encoded adjacent to the initiation cleavage site within the construct. The method results in specific formation of siRNAs of predictable size and register (phase) relative to the initiation cleavage site. The method can be used to produce specific siRNAs in vivo for inactivation or suppression of one or more target genes or other entities, such as pathogens. |

ABSTRACT | A piece of material that includes low-Z elements is classified based on photonic emissions detected from the piece of material. Both XRF spectroscopy and OES techniques, for example, Laser-Induced Breakdown Spectroscopy (LIBS) and spark discharge spectroscopy, may be used to classify the piece of material. A stream of pieces of material are moved along a conveying system into a stimulation and detection area. Each piece of material, in turn, is stimulated with a first and second stimulus, of a same or different type, causing the piece of material to emit emissions, for example, photons, which may include at least one of x-ray photons (i.e., x-rays) and optical emissions. These emissions then are detected by one or to more detectors of a same or different type. The piece of materials is then classified, for example, using a combination of hardware, software and/or firmware, based on the detected emissions, and then sorted. |

During a process of leaf optimization, defect-weighted mutation sampling is used to select each candidate mutation position with a probability proportional to its contribution to an ensemble defect of the leaf. Subsequences of the tree are then merged, moving up the tree until a final nucleotide sequence of interest is determined that has the target secondary structure at equilibrium. |

ABSTRACT | Provided are methods and systems for high resolution imaging of a material immersed in liquid by scanning probe microscopy. The methods further relate to imaging a material submersed in liquid by tapping mode atomic force microscopy (AFM), wherein the AFM has a microfabricated AFM probe comprising a nanoneedle probe connected to a cantilever beam. The nanoneedle probe is immersed in the liquid, and the rest of the AFM probe, including the cantilever beam to which the nanoneedle probe is attached, remains outside the liquid. The cantilever is oscillated and the nanoneedle probe tip taps the material to image the material immersed in liquid. In an aspect, the material is supported on a shaped substrate to provide a spatially-varying immersion depth with specially defined regions for imaging by any of the methods and systems of the present invention. |

ABSTRACT | A chip package is described. This chip package includes a stack of semiconductor dies or chips that are offset from each other, thereby defining a terrace with exposed pads. A high-bandwidth ramp component, which is positioned approximately parallel to the terrace, electrically couples to the exposed pads. For example, the ramp component may be electrically coupled to the semiconductor dies using: microsprings, an anisotropic film, and/or solder. Consequently, the electrical contacts may have a conductive, a capacitive or, in general, a complex impedance. Furthermore, the chips and/or the ramp component may be positioned relative to each other using a ball-and-pit alignment technique. By removing the need for costly and area-consuming through-silicon vias (TSVs) in the semiconductor dies, the chip package facilitates chips to be stacked in a manner that provides high bandwidth and low cost. |

The miRNAs or siRNAs guide cleavage of the transcript and set the register for production of siRNAs (usually 21 nucleotides in length) encoded adjacent to the initiation cleavage site within the construct. The method results in specific formation of siRNAs of predictable size and register (phase) relative to the initiation cleavage site. The method can be used to produce specific siRNAs in vivo for inactivation or suppression of one or more target genes or other entities, such as pathogens. |

A function filter is implemented for one or more interrupt vectors in the IVT to disallow unnecessary interrupt functions from being executed. One or more required interrupt vector functions are replaced with one or more corresponding custom vector functions. One or more memory locations are wiped if the one or more memory locations do not hold at least a portion of the IVT and/or the interrupt vector functions. |

ABSTRACT | A method to generate siRNAs in vivo is described, as are constructs and compositions useful in the method. The method does not depend on the use of DNA or synthetic constructs that contain inverted duplications or dual promoters so as to form perfect or largely double -stranded RNA. Rather, the method depends on constructs that yield single-stranded RNA transcripts, and exploits endogenous or in vivo-produced miRNAs or siRNAs to initiate production of siRNAs. The miRNAs or siRNAs guide cleavage of the transcript and set the register for production of siRNAs (usually 21 nucleotides in length) encoded adjacent to the initiation cleavage site within the construct. The method results in specific formation of siRNAs of predictable size and register (phase) relative to the initiation cleavage site. The method can be used to produce specific siRNAs in vivo for inactivation or suppression of one or more target genes or other entities, such as pathogens. |

THE FEDINVENT PATENT DETAILS PAGE
Each week, FedInvent analyzes newly granted patents and published patent applications whose origins lead back to funding by the US Federal Government. The FedInvent Patent Details page is a companion to the weekly FedInvents Patents Report.
This week's information is published in the FedInvent Patents report for Tuesday, July 02, 2013.
The FedInvent Weekly Patent Details Page contains a subset of patent information to provide a deeper dive into the week’s taxpayer-funded patents to help the reader better understand where a patent fits in the federal innovation ecosphere.
HOW IS THE INFORMATION ORGANIZED?
Patents are organized by the funding agency. Within each group, the patents are organized in numeric order. A patent funded by more than one agency will appear in the section of each of the agencies that funded the research and development that resulted in the invention. This approach gives the reader a complete view of the department or agency activity for the week.
WHAT INFORMATION WILL I FIND?
THE PANEL
There is a panel for each patent that contains the patent number and the title of the patent. When you click the panel, it opens to reveal the following information:
FUNDED BY
The agencies that funded the grants, contracts, or other research agreements that resulted in the patent. FedInvent includes as much information on the source of the funding as possible. The information is presented in a hierarchy going from the Federal Department down to the agencies, subagencies, and offices that funded the work. Here are two examples:
Department of Health and Human Services (HHS)
National Institutes of Health (NIH)
National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK)
Department of Defense (DOD)
Defense Advanced Research Projects Agency (DARPA)
Army Research Office (ARO)
We do our best to provide detailed information about the funding. In some cases, the patent only reports limited information on the origins of the funding. FedInvents presents what it can confirm. We add the patents without the information required by the Bayh-Dole Act to our list of patents worthy of further investigation.
APPLICANT(S) and ASSIGNEES
FedInvent includes both the Applicants and the Assignees because having both provides more information about where the inventive work was done and by what organizations. Many organizations — universities, corporations, and federal agencies — standardize the Assignee/Owner information by the time a patent is granted. In the case of federal patents, many of the patents use the agency headquarters information for patent assignment.
Showing just the headquarters address would make Washington, DC the epicenter of all taxpayer-funded research and development. Providing both the applicant information and the assignee information provides a more accurate picture of where important taxpayer funded innovation is happening in America. Here are two examples from two different patents:

INVENTOR(S)
The inventors appear in the same order as they appear on the patent. FedInvents presents the names in first name/last name order because they are easier to read than the last name/first name order of the names on the USPTO patent documents.

The abstract as it appears on the patent.
FILED
The date of the patent application including the day of the week.
APPL NO
This is the patent application serial number. If you’d like to learn more about how application serial numbers work you can go to the Lists Page.
ART UNIT
Patent data includes the Art Unit where a patent was examined. (The Art Unit isn’t available for published patent applications.) The Art Unit provides insight into what group of patent examiners prosecuted the patent application and the subject matter that the examiners work on. For example:

CURRENT CPC
Current CPC provides a list of the Cooperative Patent Classification symbols assigned to the patent. These are the CPC symbols assigned at the time the patent was granted.
The FedInvent Project is a patent classification maximalist endeavor or put another way, we believe that more you understand about patent classification the more you'll learn about the nature of the invention and the types of work that the federal government is funding.
The symbol presented in BOLD is the symbol identified as the "first" classification which is the most relevant classification on the patent. The date that follows the symbol is the date of the most recent revision to the art classed there.

The CPC symbols match the classifications found on the PDF version of the patent. Over time, the classifications on the full-text version of the patent change to reflect how USPTO organizes patent art to support its examiners. The two sets of CPCs don’t always match.
